| This evaluation serves to better understand the impact that the overall EU investment in the health sector since 2018 has had on the financial, institutional and technical capacity of the national health system (including the Ministry of Public Health), as well as the overall effect on access to services for people in need, including Syrian refugees and the Lebanese population. It seeks to inform the stakeholder groups on specific aspects of the health systems which have been strengthened and where the institutional, financial and technical gaps persist. |
