Support to the national literacy strategy and provision of expertise aiming to:

- Ensure short-term technical assistance assignments in aid of the Directorate for the Fight Against Illiteracy for the implementation of the Literacy Strategy Support Programme activities, particularly the monitoring of the medium-term expenditure framework;

- Conduct studies and surveys in relation with the programme aiming to support the management of the literacy strategy, measure its economic impact and analyse the variables explaining companies' involvement. 

Conduct of a study on the conditions of private and public companies' involvement in employee literacy based on a representative sample and qualitative and quantitative methods

 -     Analysis of the reasons behind companies' limited engagement in employee literacy in the different sectors of public and private activity;

 -     Highlighting the effects of employee literacy in the companies already involved.

Conduct of a multi-sectoral study (health, housing, employment, delinquency, etc. ) allowing a detailed analysis of the costs and benefits of literacy depending on the sector's programmes and actors

 -      Measuring the different budgetary, economic and social impacts of illiteracy and the cost of literacy;

 -     Calculation of the effective cost of illiteracy and underlining the advantages linked to reducing these problems.

Conduct of a survey on the evaluation of reading, writing and arithmetic skills

 -      Evaluation of skills gained by the beneficiaries in reading, writing and arithmetic at the end of a literacy campaign;

 -      Critical analysis and relevant recommendations in order to improve the training programmes.

Conduct of an annual survey to evaluate the professional integration of the literacy beneficiaries on the basis of a representative sample (background, gender and literacy programme) of beneficiaries aged 16 to 35 years old

 -      Evaluation of the professional integration of literacy beneficiaries at the end of the training received;

 -      Collection of data on the remuneration, type of contract, contract duration, etc;

 -      Analysis of the relevancy of the beneficiary's literacy in obtaining his/her job.

Technical assistance assignment to support MTEF monitoring in this field

 -      Consolidation of the knowledge of administrative executives responsible for monitoring the MTEF at central and regional level;

 -      Support for the development of a reliable and annually updated MTEF.
