Towards EU rules on coordination of social security schemes

Project start: November 2017

Project duration: 18 months

Inputs: 280 working days

The Team Leader, having the overall responsibility for the daily management of the contract activities including coordination of the work of the key experts as well as non-key experts, proper reporting to the Beneficiaries and the Contracting Authority, efficient use of the contract budget, administrative and logistic support to the contract activities and good communication with the Beneficiaries and the Contracting Authority and other stakeholders.

In addition to managing the team and communicating with the main beneficiaries and the Steering Committee, the Team Leader shall be actively involved in most of the activities of the project, especially those related to the Analyses of impact of free movement of workers on social security administration system in Montenegro.


Qualifications and skills:

  • University degree (where a degree has been awarded on completion of three years study in a University or equivalent institution) in social sciences or any other field of relevance to this contract or, in the absence of required degree, at least 5 years of general related experience (in this case, the below requirement in terms of the years of general relevant experience will have to be covered on top of these 5 years);
  • Excellent spoken and written English;
  • Knowledge of local language could be considered as an asset.

General professional experience

  • At least 7, but preferably 10 years of professional experience in the field of social security management (such as coordination, teaching, supervision, etc.)
  • Management expertise gained through the participation in at least one project of a similar value and duration, as a team leader, within the last five (5) years.

Specific professional experience

  • Minimum 5 years of experience in application of EU regulations for co-ordination of social security schemes;
  • Proven experience in development of programme/methodology for the coordination of the social security schems systems and/or carrying out analyses in this field in the EU Member States, candidate or potential candidate countries.
  • Experience in drafting laws/regulations/national policies and strategies would be considered as an asset.
