Project:
Strengthening the Ministry of Technical Education and Training (MoTET) and the National Authority for Quality Assurance and Accreditation of Education (NAQAAE)

Duration : 1 year (full time position)


Location : Cairo, Egypt


The project has started in January 2017. This position is a replacement of the formal team leader who resigned for health reasons. We expect to deploy the new expert within 3 months, once the formal approval from the client on the replacement is approved.


QUALIFICATION

The following criteria have to be met:


Qualifications and skills


  • University degree (preferably at Master's level) in public administration, education, economics, human resources management or any other subject relevant and closely related to the assignment;
  • Excellent organizational and coordination skills;
  • Fluency in writing and speaking in English;
  • Sound knowledge of the project cycle management. In particular, a good understanding of the European Union project implementation rules is an asset;
  • Strong expert leadership and team building capacities will be highly valued;
  • Excellent writing and reporting skills;
  • Excellent presentation skills;
  • Analytical and computer skills will be highly valued;
  • Excellent interpersonal skills are preferable.

General professional experience


  • At least 10 years professional experience in planning and designing capacity building and technical assistance programs for TVET leading authorities involved in multilevel TVET governance;
  • Demonstrated experience in capacity building, human resources development and knowledge transfer in Multilevel TVET Governance;
  • Proven relevant professional experience in Egypt would be an added advantage;
  • Proven experience as Team Leader in at least one 3-year EU funded TA project related to the Reform of TVET system, and at least of similar size and complexity is considered an added advantage;

Specific professional experience


  • Minimum of 7 years of the professional experience gained in managing projects involving multiple technical aspects: maintaining Multilevel TVET Governance systems, developing National Qualification Framework, accreditation, standardization and certification within TVET systems, integrating skills standards and occupational profiles in the process of curriculum development; 
  • Proven experience in analyzing existing Capacity Needs and Technical Assistance Needs for TVET Leading Authorities involved in the Multilevel TVET Governance system as well as  designing, implementing and evaluating  programs that enable these authorities play their respective roles in coordination with each others;
  • Proven experience in participatory and consultative processes, including facilitating workshops, stakeholder consultations, project evaluation and policy reform processes;
  • Proven experience in benchmarking current situations with international experiences and transferring knowledge and delivering advice about different methods in leading the TVET area;
  • Proven knowledge about TVET Sector in Egypt will be an asset;
  • Proven experience in revitalizing the formal and non-formal technical and vocational education and training (TVET) system so as to be integrated, inclusive and demand-driven and contribute to the development of a skilled workforce for economic development;
  • At least 7 years experience in managing development activities with considerable experience in implementation of development projects would be an asset.
