Advisory Services for Resilient Agri-Food System

Advisory Services for Resilient Agri-Food System

Mission which should start on 01/11/2019 (for 4 years) and will require frequent travel to Brussels and potentially to other regions where the European Commission is active. The expert must be based in Europe and be able to be in Brussels at short notice (24-48 hours).

The purpose of the advisory of the services is to provide SMART services to support the EU actions in FNSSA-related areas in thematic and geographic programmes, ultimately contributing to poverty eradication, sustainable development and economic growth.

This contract is mostly about technical assistance that will be provided in line with the Commission's commitments to the aid effectiveness principles on alignment, harmonisation and coordination, as well as with the EU backbone strategy on technical assistance guidelines. Ensuring policy coherence of DEVCO C1 actions and policy guidance will be at the core of the assistance.

The TA-experts team is made of :

  • Key expert 1 - Team Leader - FNSSA policies expert, overall coordination of the advisory service - estimated 120/130 working days/year
  • Senior Key expert 2 - Economics and public finance expert - estimated 95/105 working days/year
  • Senior Key expert 3 - Knowledge Sharing and Communication Cluster - estimated 95/105 working days per year
  • Junior Key expert 4 - Data manager - estimated 70/90 working days per yearEstimated 90/105 working days/year

Qualifications and skills

  • A master's degree in economics, finance and/or other related fields or relevant professional experience in the area of public finance management in external assistance;
  • Fluent in written and spoken English and French;
  • Good knowledge of Arabic, Spanish and/or Portuguese will be an asset;
  • Fully computer literate, proficient user of Microsoft Office and good understanding of database software;
  • Excellent writing and communication skills.

General professional experience

  • At least 10 years of professional experience covering the identification, formulation and/or evaluation of policies and strategies in the area of public finance including social protection and social transfers;
  • At least 10 years of professional experience in the Food and Nutrition Security and Sustainable Agriculture (FNSSA) areas, including the economics thereof, in developing countries;
  • At least 5 years of field experience of the economics of FNSSA in developing countries;
  • Demonstrable experience in leading a multicultural team will be an asset;
  • Work experience with other development agencies will be an asset;
  • Demonstrable experience in leading an evaluation mission will be an asset

Specific professional experience

  • At least 5 years of experience with sector approaches for rural development, agriculture, food security, sector policy analysis and/or public expenditure sector review;
  • Demonstrable specific expertise in budget support and negotiations with national Governments on budgetary and financial matters;
  • Demonstrable knowledge of the latest developments of national and international, including EU, policies and programmes in the field of financial support, including budget support;
  • Experience in assistance to national and/or regional authorising officers on financial planning and negotiation will be an asset;
  • Familiarity with providing technical assistance in FNSSA-related fields to EU Delegations will be an asset.
