Agricultural Development Unit (ADU) Consultant

SOFRECO has received invitation from the Myanmar's Ministry of Agriculture, Livestock and Irrigation (MOALI) to submit a proposal for the Agricultural Development Unit (ADU).

This consultancy is part of the Irrigated Agriculture Inclusive Development Project (IAIDP) and financed by the French Development Agency (AFD). It aims at supporting the agricultural development in two large irrigation perimeters of the central dry zone, especially through the setting up and running of "Frontline centers" that are one-stop support desk for farmers. The topics to be covered are: good agricultural practices, climate-smart approach, market information, post-harvest water management in tertiary network, quality seed supply.

This consultancy is expected to start in January 2020 and will be divided into two stages :

· Stage 1 : Feasibility study and detailed design of the output 1 activities : 8 months ;

• Stage 2 : Technical assistance to the DOA to implement the Output 1 activities : 5 years.

SOFRECO is currently looking to identify experts who are qualified for- and interested in working as Key Experts in this consultancy.

The Administrative, Procurement and financial specialist (national) will work during approx. 62 person-months between mid-2020 to end of 2025. He/she will be responsible for record keeping on the contract regarding all expenses, work performed etc. and will support the implementation agency in all the financial and administrative aspects, including accounting system and tendering processes.

  • Master's  degree or equivalent qualification in financial management and accounting or similar;
  • A minimum of 10 years professional, post-graduate experience in administrative, procurement and financial management in private or public sector;
  • Excellent knowledge of accounting software and/or financial management rules, and procurement process;
  • Experience in managing accounts of donor-funded programs/projects will be an asset;
  • Good experience in good and/or services procurement procedures;
  • Excellent communication skills in written and spoken English and Myanmar language;
  • Excellent interpersonal skills.
