Technical Assistance for Increasing the Institutional Capacity of the Social Security Institution for Promoting Decent Work /Turkey

"Increasing the Institutional Capacity of the Social Security Institution for Promoting Decent Work" Operation  serves to "improving working conditions" objective.

Activities will be carried out mainly to develop standards on decent work in line with ILO standards to create an improved monitoring/inspection/audit and guidance capacity on decent work in Turkey.

In this regard, the data warehouse of SSI will be developed to create a common database and monitoring system for decent work. The subject data warehouse improvement will put in place a new modernised and institutionally available database covering standardized indicators in order to implement correctly and comprehensively the various standards on decent work. The establishment of this mechanism has five steps within the scope of the contract:

•1.      to determine the monitoring indicators and to develop the statistical measurement methods,

•2.      to revise the data warehouse of SSI according to these indicators and measurement methods,

•3.      to develop the revised data according to the data analysis and risk analysis methods,

•4.      to create and, if any, revise the standards of inspection/audit and guidance with this understanding,

5. to test all these activities with a pilot application. 

Additionally, technical studies and reports will improve institutional memory in terms of indicators.

In this regard, similar progresses followed in the implementation of the ILO Decent Work Agenda will be monitored through study visits to member States for comparison and establishment of appropriate indicators. Sharing good practices in promoting employment and decent work at the national and international levels, relevant trainings, and ad-hoc consultancy will serve to improve policy making and technical/theoretical capacity of SSI on decent work in a sustainable way accordingly.

Since decent work sums up the aspirations of people in their working lives, creating awareness on the issue builds a multiplier effect in the action and publicity materials and awareness raising events will be utilized. The gender equality will be considered within each and every activity to be carried out by the project and it is expected disadvantaged women and men to benefit the project outputs and activities as much as possible. Trainings to employees in most vulnerable sectors, unemployed people, employers, employer organizations, and members of trade unions will be provided to enhance capacity of target groups on decent work. Trainings will enhance the skills and knowledge of inspectors, all the other staff, and will have a direct effect on gaining institutional experience to be transmitted onwards.

Permanent administrative adjustments will be conducted in the relevant central and provincial directorates of the SSI which will ensure the sustainability of the Operation and further. Data warehouse improvement to develop inspection/audit/guidance standards in line with the ILO standards will facilitate designing a governance model on the authorizations and responsibilities of the relevant parties by regulating the administrative processing. Hence, the integration of decent work into national policies and programmes (mainstreaming) will be supported.

The social networks including "establishment of a coordination platform" will be a key to the sustainability of the Operation. It will remain functioning after the end of the Operation serving as a link which brings all relevant institutions and social partners in the field of decent work together to identify the problems faced at sectoral and regional levels and to take concrete actions to promote decent work. Close cooperation among different stakeholders developed within the planning and implementation of interventions will be carried on at national and local levels in order to assure the registered employment.


Qualifications and skills

  • Bachelor degree in social sciences and/or economics and administrative sciences or in the absence of such a degree; 10 years of working experience in the fields of social security and/or labour policy, and/or statistics, and/or public administration and/or development,
  • Excellent command of written and spoken English,
  • Full computer literacy,
  • Post-graduate degree (master and/or PhD degree) in one of the fields of social security and/or labour economics and industrial relations and/or economics and/or administrative sciences and/or occupational health and safety will be an asset.

General professional experience

  • Preferably 10 but a minimum of 8 years of professional working experience in project management.

Specific professional experience

  • Preferably 6 but a minimum of 3 years of professional working experience as a team leader or managerial position (in the Contractor side) in implementation of projects,
  • Minimum 4 years of experience in social security and/or statistics,
  • Experience in design and management of training programs will be an asset.
