Digital4Women: how to enable women empowerment in Africa through mainstreaming digital technologies and services in EU development programmes

Objective of the assignment: contribute bridging the EU "Digital4Development" strategy and Gender Action Plan to accelerate women empowerment in EU Digital related programmes.

Specific objective: deliver recommendations on the implementation of EC's approach for "Digital4Development", which enables and boosts women empowerment in digital technologies and services, in Africa.

Duration, timing: Work is mostly desk-based research and analysis and can be conducted as a home based assignment, with 2 missions to Brussels.

  • Kick-off meeting in Brussels planned on 15 Nov 2019
  • Inception report due on 22 Nov
  • 1st draft report 6 Dec
  • 2nd draft report 3 January 2020
  • Draft final report 13 January
  • Presentation of findings and of final report in Brussels 20 January - Consolidated final report on 27 January.

Input: 40 days of work to be devided between two experts, one gender specialist and an IT expert.


We are looking for a team of two persons one focussing on the gender aspects, the other on the technology aspects.
The team will provide the specific expertise, and the elements needed to successfully identify and formulate policies and programmes on digitalisation and gender matters in developing countries. They will also need to have demonstrated professional experience in carrying out policy analysis with gender lenses. Combined expertise of the two expers:

  • At least a master's degree in a relevant discipline related to this contract (e.g. social sciences, law, political science, administration and management, economics, development cooperation, engineering, etc.)
  • Fluency and drafting skills in English, working knowledge of French
  • Gender Specialist with at least 6 years professional experience covering policy analysis in the area of gender equality and/or gender mainstreaming in development cooperation
  • Knowledge of GAP II, EU development policies and have good knowledge of EU development cooperation procedures and instruments
  • Field experience in Africa and good understanding of African societies and culture, as well as of the local contexts and stakeholders, is required
  • More than 3 years of experience working with national organisations and/or other donors in Africa
  • More than 3 years of experience relevant to the development or analysis of digital policy framework both in the EU and in Africa
  • Previous experience, including at least one relevant assignment, in research and policy analysis with development digital programmes involving a wide range of diversified stakeholders financed by international donors would be an advantage.
