Palestinian territories have received financing from the French Development Agency (AFD) and the European Union aimed at helping the Joint Service Council of Tubas and the Joint Service Council of Al-Yamoun. They intend to use the funds to finance the engineering services for the renewable energy component of the Nexus Project.


The Nexus Project is basically supporting the implantation of institutional reforms in the water sector and backing up the sustainability of regional operators (JSC). Indeed, Palestine is 98% dependent on energy imports from Israel and this affects dreadfully drinking water services due to their high energy-consuming nature. The dependence is no longer viable in the long run. Therefore, the reduction of the energy cost for provision of water services has been identified as indispensable in order for the JSC to become fully operational and sustainable.


The main objectives of the service are:


A.      In Tubas (Lot 1): Wind energy study and tender document preparation as well as supervision of the works and E&S.


B.      In Al-Yamoun (Lot 2): Wind and Solar energy study and conceptual design.


Expected start : February 2020. Ending in December 2025.


Part-time assignment.


QUALIFICATION
  • We are looking for:

A.      Team Leader:


  • Master's degree in Engineering (or related)
  • At least 15 years of experience in management and supervision of practical Wind Power research and analysis
  • A specific experience in the management of EPC contracts

B.      Wind energy specialist:


  • Master of Wind/Mechanical engineering
  • 12 years of experience in Practical Wind Power research and analysis of results plus design

C.      Solar energy specialist:


  • Master of Solar/Electrical engineering
  • 12 years of experience in Practical Solar Power research and analysis of results

D.      Environmental specialist:


  • Master of Environmental science/engineering
  • 10 years of experience in Performance of Environmental Impact Assessments, supervision and monitoring of environmental aspects

E.       Legislative and regulatory analyst (Lot 2):


  • Master of Laws
  • Familiarity with electrical power and environmental regulations

F.       Market expert and financial analyst (Lot 2):


  • Master of economics
  • Familiarity with electrical power and environmental regulations

G.     Administrative assistant:


  • BA in management or economics
  • 5 years of related experience in Energy project and research administration

H.      Procurement specialist:


  • Master's degree in Engineering (or related)
  • 5 years of related experience in similar projects

I.        Electro-mechanical engineer:


  • B.Sc Electro-mechanical engineering
  • 7 years of supervision of similar projects

J.        Site Engineer:


  • B.Sc. of civil engineering
  • 7 years of supervision of similar projects

K.      M&E Expert/Engineer:


  • B.Sc. Engineering or related field
  • 10 years of experience in monitoring and evaluation of similar projects

L.       Site surveyor/inspector:


  • Civil engineer or accredited surveyor
  • At least 3 years of survey works and experience in the site inspection of construction projects

In order to apply, you must be fluent in English, Arabic is a plus. Experience in Middle East (even in palestinian territories) is preferred.
