Policy Dialogue Support Facility EU-LAC (Latin America and the Caribbean)

The overall objective of the project of which this contract will be a part is to contribute to the strengthening and expanding of the EU-LAC (Latin America and the Caribbean) relationship in line with the overall approach and priorities set out in the EU Global Strategy and the Joint Communication on EU-LAC relations, and other relevant agreements and documents as they pertain to sub-regional and bilateral relations.

The project will support thematic policy dialogues on the different levels of the EU-LAC partnership - bi-regional, sub-regional and bilateral. It will facilitate the organization and follow-up of policy dialogues, where there is high potential to advance common agendas, guided by the priorities laid out in the EU-LAC Communication.

The experts will be based in Brussels. The intended start date is June 2020 and the period of implementation of the contract will be 36 months from this date.


Qualifications and skills

  • University degree at master's level;
  • High proficiency in English and Spanish;
  • Knowledge on the Institutional structure of the EU and EU policies;
  • Knowledge of protocol and diplomatic practices preferably with EU foreign policy.

General professional experience

  • Participation in at least two projects (started after 01/01/2005 and successfully completed) with a minimum budget of EUR 3 Million, in a project coordinator/team leader role.

Specific professional experience

  • At least 5 years of experience working in providing consulting services to EU institutions or to national or to regional public authorities of the EU member states on EU policies;
  • At least 3 years of experience in organizing and managing public events, including seminars and roundtables as well as larger public events with high profile speakers and participants;
  • At least 3 years of professional experience on EU-LAC relations;
  • At least 2 years of professional experience on EU Public or Economic Diplomacy with third countries.
