Multiple Framework Contract for Support to EU Electoral Missions

The overall objective of lot 2 Framework Contract is to provide, as defined via individual assignments and contracted through specific contracts, short-term expertise to support electoral processes in partner countries.

Possible formats of the electoral missions under Lot 2 include: Exploratory Missions (ExMs), Election Experts Missions (EEMs) and Election Follow-up Experts Missions (EFMs).

The specific terms of reference (Specific ToR), part of each specific contract, shall describe the mission mandate, objectives and required outputs of each individual assignment. The required expertise may cover any geographic area.

SOFRECO is currently looking for interested experts to be included in our pool of potential experts for this project. As framework contracts are completely request-driven, we are not able to give more information about specific future requests.


Expert 4: Security Expert

Qualifications and skills:

  • Armed forces, police or gendarmerie academy degree (or equivalent) OR in absence of the such degree, relevant professional experience of 5 years in the field of security, to be added to the required general professional experience.
  • Managerial and drafting skills would be beneficial as well as good interpersonal skills to work in a multicultural environment;
  • Knowledge of the equipment related to EOM security requirement.

General professional experience:

  • At least 10 years of post-graduate experience in the field of security.

Specific professional experience:

  • The expert must have participated, at co-ordination level, to the planning and implementation of election observation mission or other monitoring/peace support missions with the EU or other organisations or have equivalent experience in security matters. S/he must be able to assess security needs and costs and assist in drafting a tentative budget for the security component of an EU EOM. S/he must have experience in assessing the security and safety situation in a defined country/area and draft a tentative deployment map and calendar, defining possible no-go areas and mitigation measures to be implemented by the EU EOM. S/he must have experience in designing and drafting a budget and terms of reference for the Security component of electoral observation missions.
