Technical Assistance to Support the Implementation of Reforms in the Area of Social Inclusion in Albania

The overall objective is to strengthen the capacity of the Government of Albania to successfully implement reforms in the area of social inclusion. TThe TA will consits of:

  • To improve accessibility and quality of integrated social care services at the local level;
  • To promote social inclusion in employment and employability for youth, men and women;
  • To enhance inclusive quality learning and promote educational attainment in pre-university education for all girls and boys - with a special focus on children from disadvantaged backgrounds.

An experienced education specialist will be recruited to advice on methods and approaches for improving planning systems, quality assurance and inspection, and social inclusion in pre-university education.

  • Master's Degree or equivalent in pedagogy, public administration, human development related   or social sciences; or a relevant professional experience of at least five years, in addition to the experience required as general professional experience.
  • Excellent oral and written English.
  • Computer literacy.
  • Minimum eight preferably ten years of professional experience on capacity building, management in education systems or institutional strengthening or teacher training in the pre-university education.
  • Minimum five preferably seven years of experience on designing or implementing capacity building and/or institutional strengthening related to inclusive education in an EU Member State or candidate/ potential candidate country.
  • Experience in the area of decentralization of pre-university education or quality assurance or inspection of quality of education will be an asset.
  • Experience in providing policy advice and technical assistance to ministries and public institutions in EU Member State(s), candidate or potential candidate country (ies) on EU accession process in the area of inclusive education or curricula development or competence-based approaches to learning in schools will be an asset.
