Project description


As part of the Cooperation Facility, the project will support EU-Thailand policy dialogues, outreach and strategic partnerships, in coordination with other EU initiatives in Thailand. The outputs of the project are mutually reinforcing and the contractor’s approach should maximise synergies. For instance, dialogues on specific policies, either in the context of formal processes or ad hoc discussions with government and/or non-government stakeholders, can often lead to requests from partners for follow-up activities, such as capacity-building or technical assistance to support the implementation of specific measures or to deepen knowledge and understanding of particular issues, thereby strengthening the dialogue further. Conversely, policy outreach and advocacy based on solid evidence gathering can spur dialogue by raising awareness of key facts, issues, interests and the impact of policies on various groups and/or dispel misinformation. Since it is difficult to predict the outcome and pace of these dialogues, the implementation approach should remain flexible and be able to respond to various requests for assistance, while remaining coherent and structured within a pre-defined framework.


Key expert 1: Team Leader and Resident Advisor (minimum 750 working days)


Role and main responsibilities (included, but not limited to the following):


 


  • Responsible for day-to-day management of the project, under the guidance of the EU Delegation and EU Programme Manager, and for maintaining a close cooperation with the EU Delegation and with project stakeholders;
  • Responsible for developing the work plan and the pipeline of project activities, including by: proactively supporting the identification, definition and planning of activities, and by drafting specific terms of reference;
  • Ensures effective coordination, timely implementation, overall coherence and relevance of the work plan and project activities, paying particular attention to alignment with EU policies, interests, and messages;
  • Ensures and facilitates partners’ involvement in the definition and implementation of activities with a view to supporting ownership and buy-in;
  • Ensures quality control and review of all deliverables and of other experts’ work, as well as the quality of the results-based reporting, including monitoring and evaluation of project outputs and outcomes according to the logical framework;
  • Provides regular briefings to the EU Delegation and to the EU Programme Manager whenever requested, and supports the advisory mechanism of the Cooperation Facility, including by drafting minutes of the meetings;
  • Provides advice and analysis in her/his particular area of policy expertise, including by supporting advocacy efforts.

 


 These role and responsibilities entail that the expert is present in Thailand and/or in Bangkok for a significant portion of the assignment.


QUALIFICATION

Qualifications and skills


  • Master's degree in a relevant discipline (e.g. political science, economics, social sciences, other) or in its absence, at least 5 years of experience in addition to the minimum general professional experience;
  • Excellent communication and facilitation skills;
  • Strong analytical skills and computer literacy;
  • Written and oral proficiency in English is required.

General professional experience


  • At least 12 years of experience in relevant areas, such as project management, consulting, public policy, international relations, other;
  • At least 5 years of experience leading teams in the public and/or private sector.

Specific professional experience:


  • At least 3 years of experience working in projects funded by international donors, in Thailand and/or related to Thailand;
  • Knowledge of a wide range of EU policies and procedures, gained through relevant work experience, is an asset;
  • Good knowledge of Thai institutions, policies and political system, demonstrated by relevant work experience, is an asset.
