Key expert 4 - e-Governance, Angola

Provide technical advisory support for designing and deploying e-governance services associated with the formalisation process. This expert will have in-depth knowledge of data and systems interoperability measures, and developing and implementing digital platforms.

 He/she will be available for the entire duration of the technical assistance which starts in September 25 2023 and ends in November 2027, and will provide a minimum of 540 working days.

Qualifications and skills

• Master’s degree in mathematics, information technology, computer engineering or any other relevant field (or in case of a bachelor’s degree, additional 3 years of general professional experience)
• Fluency in spoken and written Portuguese and English,
• Excellent reporting skills.

General professional experience

• At least 6 years of experience in e-Governance programmes at the central and/or local level.

Specific professional experience

• At least 3 years of experience in the design and deployment of citizen-centric e-Governance systems
• Evidence of experience in the resolution of public sector information systems and data interoperability issues will be a strong asset
• Previous experience in a Southern African country is preferable.
