Project description
The Strengthening Resilience of the Agriculture Sector Project (SRASP) is an IDA grant in the amount of US$ 58 million prepared to support Tajikistan for the purpose of foundations for a more resilient agriculture sector refer to the availability of public agricultural services, including improved seeds, seedlings, and planting materials, agri-logistical services, agrometeorological information, soil testing, locust control and crop protection.
The project aims to support the Government of Tajikistan (GoT) in successfully transitioning to a sustainable, more productive, climate resilient, and inclusive model of agricultural sector growth. The proposed project will help to:
  • Increase the availability of improved seeds, seedlings, and planting materials that are climate resilient, affordable, farmer-preferred and well adapted to the different agro-ecological conditions of Tajikistan;
  • Improve the access to improved agri-logistic services for farmers and agri-businesses; and
  • Strengthen the crisis management, i.e. early warning, preparedness and response capacity of selected public institutions.
SRASP project, through its subcomponent 2.1 “support the development and operation of ALCs” will support the establishment of three ALCs tentatively located one each in Khatlon, Sughd, and RRS regions, where horticulture production is concentrated.
The joint venture Ginger SOFRECO (Leader) and BARS Consulting LLC (Joint Venture partner) is implementing this subcomponent. The assignment was implemented through three phases, a feasibility study phase, followed by a detailed design phase and completed by the construction supervision phase. This position is recruited for phase 3.

Host Structure and Reporting Line
The Project Management Specialist will operate under the direct supervision of the Ginger SOFRECO Project Director, Mr. Bruno Moreau, and the Deputy Project Director, Mr. Anshuman Singh Rana. The specialist will be fully integrated into the project team, contributing to the successful implementation and strategic direction of the SRASP initiative.

Mission overview
The Project Management Specialist will be responsible for overseeing the construction of three Agro-Logistics Centers (ALCs). Two of these centers—located in Sughd and Khatlon—are already in the construction phase, with EPC contractors appointed and contracts signed. The specialist will also lead the supervision of the third ALC, to be developed in the Region of Republican Subordination (RSS).
Beyond construction oversight, the role includes identifying and supporting strategic opportunities for the broader SRASP project. This includes identifying contribution to upstream horticultural value chain development—such as farmer training in improved agricultural practices, reducing post-harvest losses, establishing extension services, and supporting agricultural finance initiatives—as well as downstream market development through initiatives like public-private partnerships (PPPs) and export strategies. The specialist will work closely with headquarters to provide insights and technical support to expand market services and maximize project impact.

Key tasks

Phase 3 Construction Supervision: Ensure effective monitoring and coordination of construction activities across the three Agro-Logistics Centers (ALCs), with a specific focus on:
  • Overseeing ongoing construction in Sughd and Khatlon, in collaboration with the designated EPC contractors and the local Engineering partner, BARS Consulting LLC,
  • Supervising the full development cycle of the ALC in Dushanbe,
  • Technical and Administrative Coordination: Liaise with contractors, local authorities, and stakeholders to ensure construction timelines, quality standards, and contractual obligations of the Joint Venture Ginger SOFRECO and BARS Consulting LLC are met,
  • Reporting and Documentation: Provide regular progress reports to the Project Director and Deputy Project Director. Flag risks and propose corrective actions where necessary.

QUALIFICATION
Skills and Qualifications
  • Languages:
    • Excellent written and oral communication skills in English and Russian (CEFR level C1 minimum, C2 preferred).
    • Proven ability to write clearly and concisely in English for both technical and strategic audiences.
    • Working knowledge of French is considered an asset.
  • Stakeholder Engagement:
    • Demonstrated ability to mobilize government officials, representatives of ministries, departments, and agencies, as well as private sector actors and agricultural producer associations.
    • Strong interpersonal skills to engage and coordinate across public-private partnerships and donor-funded initiatives.
  • Regional Knowledge:
    • Solid understanding of regional trade relations in Central Asia, particularly cross-border trade in agri-food products within the CAREC region.
    • Good grasp of Tajikistan’s institutional and political context, including challenges and opportunities for agro-industrial development.
  • Technical Expertise:
    • Ability to identify and prioritize technical and logistical development opportunities for agri-food value chains in Tajikistan.
    • Ability to rapidly grasp, understand, and internalize the key phases and milestones of functional building construction supervision, particularly in the agri-food sector, including civil works, technical installations, commissioning, and handover procedures.
    • Knowledge of agri-food logistics structures, including rural and wholesale markets, cold chain logistics, and transport systems.
    • Familiarity with financial products and services for MSMEs and agro-industrial enterprises.
    • Understanding of market information systems, cross-border and international trade procedures, and agricultural quality standards.
  • Analytical and Strategic Thinking:
    • Strong capacity to analyse complex value chains, synthesize findings, and develop operational recommendations.
    • Ability to formulate practical guidance to inform decision-making at both field and policy levels.
  • Professional Attributes:
    • Strong organizational, decision-making, and consulting skills in international and multidisciplinary environments.
    • Demonstrated innovation, adaptability, and initiative in culturally diverse and dynamic contexts, particularly in Central Asia.


Professional Experience and Education
  • Minimum Experience Required: At least 10 years of professional experience in the design, management, and implementation of development programs, ideally within the sectors of agriculture, agribusiness, or agro-logistics, or projects funded by international donors/ lenders.
  • Educational Background: An advanced university degree (Master’s level or equivalent) in a relevant field such as:
    • Agriculture or agronomy,
    • Engineering, infrastructure, civil works,
    • Business administration,
    • Agro-industrial infrastructures,
    • Agribusiness or agro-economics,
    • Development economics,
    • International trade policies, with a focus on agri-food systems,
  • Language Proficiency: Professional command (CEFR level C1 or above) of English and Russian is essential.
  • International Experience:
    • Proven experience working in international contexts, preferably in the Central Asia sub-region.
    • Familiarity with regional dynamics, institutional frameworks, and the socio-economic fabric of countries such as Tajikistan, Uzbekistan, and Kazakhstan is a strong asset.
  • Analytical Expertise:
    • Demonstrated experience conducting political, economic, technical, and scientific analyses to inform strategy and program implementation.
    • Ability to translate complex information into actionable insights and policy recommendations.
  • Pre-departure Preparation:
    • Additional training may be provided before deployment to ensure alignment with the host organization’s methodologies, tools, and strategic priorities.
