Technical assistance to the Decentralization and Local Development Programme (DLDP) (2010-2014)
The TA to the implementation of the DLDP in the Syrian Arab Republic includes:
- consolidating the institutional mechanisms to support local governance processes and modernising administrative units.
- improving service provision and local economic development through the establishment of comprehensive local (and regional) development strategies and an institutional framework.
- enhancing institutional and human capacities at various levels of local public administration.
Technical Assistance to the Programme to Support and Assist the EPA (Economic Partnership Agreement) (2010-2012)
The project's overall objective is to contribute, alongside other initiatives, to strengthening the competitiveness of Cameroon's economy and facilitating its integration into the regional and global economy through the viable implementation of the European Union-Central Africa Economic Partnership Agreement (EPA).
The specific objective is to provide technical assistance for the implementation of all components of the Programme to Support and Assist the Economic Partnership Agreement and for the negotiations and implementation of the EPA.
In particular, the project aims to: (i) support the national negotiation process, (ii) contribute to monitoring of the EPA and to developing and implementing a global strategy for competitiveness including the enhancement of the business environment, building of production capacity, modernisation of companies, standardisation and strengthening of the quality system.
Technical assistance for the review of multi-donor budget support progress assessment framework indicators (2010)
The EUR 39 million Multi-Donor Budget Support Programme (MDBS), covering the period 2009-2011 under the 10th EDF, aims at assisting Sierra Leone to stimulate and sustain economic growth and to improve infrastructure and service delivery to poor people.
The objective of the assignment was to facilitate and assist the EU Delegation and MDBS Joint PAF Review for 2010, to contribute to the assessment of the Government's overall eligibility to budget support, and to assess performance against the agreed PAF 2010 indicators for disbursement in 2011.
Development of a training strategy and plan for the implementation of the public finance reform (2010)
The objective of this assignment was to design a strategy and the institutional framework for the set-up of a permanent training system adapted to the needs of the Public Finance Modernisation Plan.
Advisory Support to Improve Budget Planning and Mid-term Budgeting and Methodology Support for Programme Based Budgeting (2010-2011)
The objective was to provide advisory support to MoF officials on designing a methodology for the major spending units to implement mid-term budgeting.
Implementation of the public finance reform communication and awareness raising strategy and plan (2010-2011)
Support to the Technical Secretariat of Public Finance Reform (STRFP) for the design, organisation, coordination and implementation of communication actions to accompany the changes brought about by the public finance modernisation plan and the new financial system, in accordance with the strategy adopted by the Public Finance Reform Steering Committee.
Strengthening Macroeconomic Modelling and Forecasting (2009-2012)
Technical assistance for strengthening resource allocation mechanisms (MTEF, Budget, PIP, PRSP) by feeding them with adequate and consistent economic and fiscal forecasts and medium term projections available at the right moment.
Mid-term review of the 10th EDF strategy paper for the Comoros (2009)
Support to the National Authorising Officer’s Bureau at the Ministry of Finance of the Union of the Comoros and to the European Commission Delegation (based in Mauritius) in the preparation of the 10th EDF mid-term review. The review was based, among others, on the evaluation of the progress made in four main sectors: 1) governance, 2) the economic situation, 3) poverty and the social sector, and 4) the implementation of cooperation with the EC.
