Key expert 1: Institutional strengthening, change management and learning, Angola

Component leader for capacity building  institutional strengthening and change management activities. He/she will ensure overall coordination and coherence of the technical assistance support.

He will be key in the facilitation of the budget support implementation and in the support of the EU Delegation.

The assignment is estimated to start in September 2023. The services should be provided during the period of 54 months. The expert should be available for the entire duration of the technical assistance and will provide a minimum of 700 working days.

Qualifications and skills:

• Master’s degree in economics, social sciences, public administration, international development, pedagogy or any other relevant field (or in case of a Bachelor’s degree, additional 3 years of general professional experience),
• Fluency in spoken and written Portuguese and English,
• Full computer literacy,
• Excellent reporting skills.

General professional experience:

• At least 8 years of experience in institutional strengthening and/or capacity-building programmes.

Specific professional experience:

• At least 4 years of experience in training and guiding central and/or local government entities on improving effectiveness, scaling up good practices, and accelerating policy/programme implementation in a developing or middle-income country context,
• Evidence of experience in the design and implementation of EU budget support operations will be a strong asset,
•  Previous experience in a Southern African country is preferable
