This
expert will provide technical advisory support for scaling up and strengthening
the sustainability of the formalisation policy and programme. He/she will have
in-depth knowledge of the specific dynamics of the informal sectors and
integrated cross-sectors approach to formalisation. In addition, he/she will be
responsible for supporting the M&E efforts of the relevant implementing
entities at all levels involved in the delivery of the programme results, with
particular attention to the Budget Support performance indicators.
The assignment is estimated to start in September 2023. The services should be provided during the period of 54 months. The expert should be available
for the entire duration of the technical assistance and will provide a minimum
of 600 working days.

- Master’s degree in economics, social sciences, human
development, international development or any relevant field (or in case of a
Bachelor’s degree, additional 3 years of general professional experience),
- Fluency in spoken and written Portuguese and English,
- Full computer literacy,
- Excellent
reporting skills.
General
professional experience:
- At least 6
years of experience in public policies and/or programmes covering
decentralisation and local governance, public sector reform and public service
delivery, and/or social protection.
Specific
professional experience:
- At least 3 years of experience in providing analytical and
research support to Government and/or non-governmental entities associated with
formalisation services in a developing or middle-income country context,
- Evidence of experience in design, implementation, monitoring
and evaluation, costing and budgeting of public policies and programmes will be
a strong asset,
- Previous
experience in a Southern African country is preferable.
