Skills for Competitiveness project

The IPIAS should work very closely with the senior management of PMU, IAs, PIC International Team Leader, National Deputy Team Leader and national M&E consultant to:

o Undertake desk review of all the project documents, especially PAM, focusing on the DMF and GAP indicators

o Review existing project monitoring and evaluation tools and improve the tools to collect qualitative data for quarterly, annual reporting as well as for the ADB review missions and for the Project Completion Report

o Discuss the improved project monitoring and evaluation/assessment tools with PMU, TTIs, counterparts and finalize these based on the feedback received

o Review, improve and finalize the physical progress, project performance rating and the DMF status report every month and detailed reports prepared by the national M&E consultant for the quarterly/annual reports and for the semi-annual ADB Review Missions

o Formulate questionnaires to undertake impact assessment survey field trips to collect qualitative data at least once every year and a detailed impact assessment survey at the end of August or beginning of September 2026 for preparing the Project Completion Report (PCR)

o Discuss these questionnaires with PMU, TTIs and counterparts, and finalize these questionnaires based on the feedback received

o Undertake impact assessment surveys in April-May 2025, April-May 2026 and a detailed impact assessment survey in August-September 2026 for preparing the project completion report

o Analyze the results of the impact assessment surveys and produce detailed reports on the surveys conducted, including important findings, qualitative data on the outcome, outputs, DMF and GAP indicators, success stories and lessons learnt

o Prepare a detailed impact assessment report and preparation to share in the end of project experience-sharing workshop, to be participated by all important stakeholders from the public and private sectors

o Assist the ITL to prepare the 1st draft of Borrower’s PCR, which is to be circulated to PMU, IAs, TTIs, ADB, AFD, MEF, PIC, CAMFEBA and ITEES

o Assist the ITL to prepare the final version of the Borrower’s PCR before project closing for submission to ADB, AFD and MEF

The candidate for International Project Impact Assessment Specialist (IPIAS) position should possess:

o advanced degree in education or management or relevant field from a reputed university

o at least 10 years of experience working as a consultant with ADB, WB and/or other reputed development partners

o strong understanding of impact assessment methodologies and tools

o proven past experience in designing effective impact assessment survey tools and in conducting impact assessment surveys

o excellent diagnostic skills to analyze the filled-in impact assessment survey form and produce good analytical reports, including findings and recommendations

o excellent communication and interpersonal skills, including the ability to work very closely with relevant stakeholders from both the public and private sectors

o experience in SPSS, Microsoft word, excel, power point

o fluent in English, both written and spoken
