Subcomponent 2.1 under the Millati Solim Project will build the foundation for
introducing strategic purchasing in the health sector and support the establishment of a
Health Services Purchasing Structure.
The Objective of this assignment is to provide technical assistance to the Ministry of Health
and Social Protection of the Republic of Tajikistan (hereinafter – the MOHSPP) as well as the
Ministry of Finance (MOF), as needed, to achieve PBC1, and particularly PBT 1.3, PBT 1.4,
PBT 1.5 and PBT 1.6. The consultancy focuses on preparing the system for introducing
strategic purchasing from PHC providers in the two pioneer areas, including all issues related
to creation and capacity building of the Purchasing structure.
The firm is expected to carry out the following tasks in close collaboration with the MOHSPP
and MOF:
- Support the development and adoption of a legal and regulatory framework to
increase the PHC provider’s autonomy to facilitate strategic purchasing in primary
care
- Planning the Purchasing structure budget based on the needs of population and
available PHC budget.
- Provision of institutional support for Purchasing structure creation and functioning.
- Developing financial control mechanisms and technical audits used by the
Purchasing structure.
- Training in strategic purchasing.
- Support the development of a PHC contracting mechanism
- Support the development of a Change management strategy
- Support the development and implementation of a detailed roadmap for the
transition from the existing remuneration system to strategic purchasing of primary
care, i.e. payments based on a single per capita formula and results-based indicators.
