Antislavery Risk Management Guidance Note and Dual Use Goods Management Procedure for the Trade and Development Bank (TDB)

The Ginger Group is party to a framework contract with the Eastern and Southern African Trade and Development Bank (TDB) to provide "Consulting Services for Appraisal, Development and Implementation of Projects in the Climate Sector" with French Development Agency (AFD) funds. 




Under this framework contract, we have been requested to prepare an Antislavery Risk Management Guidance note. We are currently searching for qualified experts to undertake this assignment, which will include the following tasks:



  • Review lessons learnt from peers and benchmark as appropriate on administration, implementation, process and target setting for antislavery policy
  • Identify risks of modern slavery and gender-specific vulnerabilities in TBD business operations and supply chains 
  • Recommend practices to mitigate identified risks 
  • Develop a remediation process and grievance mechanisms to reinstitute any modern slavery risks that may be experienced during TDB operations 
  • Develop an Antislavery Policy in line with the TDB’s vision, mandate, lending strategy, and the regional context, 
  • Develop Guiding Principles, Procedure and tools (and templates) for tracking and reporting Forced and Child Labour, and Human Rights violations using internationally recognized methodologies. The tracking tool should be developed and integrated with other existing tools on Environmental and Social reporting, and Development Impact Tracking System.
  • Develop a monitoring and reporting mechanism on process and action on addressing modern slavery


QUALIFICATION

We invite applicants with the following qualifications to apply: 




Education:



  • Advanced degree in Human Rights, International Development, Law, Social Sciences, Public Policy, Sustainability or other related fields.



Professional Experience:



  • Over 7 years of experience in human rights due diligence in business contexts. 
  • Experience in modern slavery risk assessment in supply chains. 
  • Experience in policy development related to social safeguards or ESG standards. 
  • Proven ability to design practical tools/ templates and procedures tailored to development finance institutions or multilateral development banks
  • Strong familiarity with international standards and frameworks and regional legal frameworks on forced and child labor, human rights and labor rights

Desirable: 
  • Knowledge of TDB's operational region (Eastern and Southern Africa) ?
