Job Opportunity: Project Manager / Team Leader (K1) – Rural Resilience and Livelihood Improvement Sector Project
Location: MRDCH office in Dili and sub-office(s) in Manatuto municipality where Project PIU(s) will belocated (Timor-Leste)
Expected Duration: 28 months
The Project Manager/Team Leader (PM/TL) will be responsible for managing the implementation of the project in accordance with the project operational policies, standards, and targets. S/he shall ensure that the objectives of the project are achieved through proper planning, execution, quality management, staff
supervision and engagement of relevant stakeholders including, but not limited to, partner government agencies, private sector and other development partners. The PM/TL will:
(i) Provide overall technical support and oversight in the planning, execution and operation of the project management office (PMO) and the project implementation unit (PIU) in accordance to the project objectives and key outputs;
(ii) Provide technical advice for integrating resilient planning, infrastructure and livelihood measures in subprojects;
(iii) Lead the preparation of the work plan including financial, capacity building, staffing and procurement plans in close collaboration with the PMO and PIU;
(iv) Lead the preparation of the communication plan;
(v) Manage the delivery of targets and outputs and resolution of implementation issues;
(vi) Supervise the work and performance of the project team to ensure that project implementation especially on participatory/social processes and subproject implementation are on track and within desired standards;
(vii) Ensure compliance with ADB SPS, EPS, CPF and EGDF;
(viii) Ensure disclosure and translation of the safeguard documents to the targeted beneficiaries;
(ix) Provide close oversight of and support to project operations to ensure achievement of project objectives and timely disbursement of project funds;
(x) Provide technical assistance support and oversight of the PIU to ensure alignment of the approaches, strategies and operating procedures with the project operating framework particularly the project activity cycle;
(xi) Ensure the development and continuous improvement of the project community project cycle based on the implementation experience and lessons and those of other relevant projects and activities;
(xii) Provide capacity building and technical support to MRDCH staff on ADB policies, guidelines, procedures, and reporting requirements relating to the project, including the requirements of the financiers of the project;
(xiii) Ensure that disputes, if any, are dealt with efficiently and swiftly, in a transparent manner, and in line with practices acceptable to ADB and the Government of Timor-Leste;
(xiv) Supervise the work and performance of the project team to ensure that project implementation especially on participatory/social/gender processes and subproject implementation, including GAP implementation, are on track and within desired standards;
(xv) Prepare project reports and communication materials with support from MRDCH and other consultants.
Extensive field work (at least 65% of time), visits and stay in rural villages is expected from the PMC staff to provide onsite support to project activities.
