Job Opportunity: Climate and Disaster Risk Management Specialist (national). (K4b) – Rural Resilience and Livelihood Improvement Sector Project
Location: MRDCH office in Dili and sub-office(s) in Manatuto municipality where Project PIU(s) will be
located (Timor-Leste)
Expected Duration: 30 months


The specialist will support the international climate and disaster risk management specialist in the development and mainstreaming of climate and disaster resilience approaches to inform all aspects of
project implementation, with particular focus on land-use planning for risk reduction. The specialist will:
(i) Provide technical advice for integrating resilient planning, infrastructure and livelihood measures in subprojects;
(ii) Contribute to the preparation of methodologies, training materials; and delivery methods to enable trained national specialists to work independently in the area of community and disaster risk management, in particular as concerns township, village-tract and village spatial planning and subproject selection;
(iii) Conduct formal and on-the-job training during preparation phases and at the outset of each cycle; and
(iv) Provide technical assistance support as required.

Extensive field work, visits and stay in rural villages is expected from the PMC staff to provide onsite support to project activities. 
QUALIFICATION
Qualification requirements:
(i) Bachelor's degree or equivalent in climate change, disaster management, hydrology, geography, or environmental science or related subject
(iii) 10 years of professional experience
(iv) Experience in hazard mapping, flood analysis and planning, community involvement in planning, and rural development
(vi) Preferably having experience of donor financed projects
(vii) good written and spoken English
