Consulting Service for the Project Management Consultant (PMC) of the Rural Resilience and Livelihood Improvement Sector Project - Timor Leste
Job Opportunity: Agriculture and Rural Livelihood Specialist (Project Implementation Unit) (national) (K6c) – Rural Resilience and Livelihood Improvement Sector Project
Location: MRDCH office in Dili and sub-office(s) in Manatuto municipality where Project PIU(s) will be
located (Timor-Leste)
Expected Duration: 66 months

The Agriculture and Rural Livelihood Specialist will be responsible for the implementation of Output 3 and will work closely with the Agriculture and Rural Livelihood Specialists based at the PMO. The specialist
will:
(i) Ensure the efficient planning of activities under output 3 through the landscape assessment and planning process;
(ii) Lead and manage on-the-job-training and capacity building;
(iii) Provide overall guidance in the inclusion of resiliency building interventions and climate adaption in the agriculture and agroforestry activities, production patterns, scanning of market, livelihood opportunities, and establishing linkages with stakeholders for capacity building and access to credit;
(iv) Ensure that accurate, complete data is collected and submitted to the PMO on time;
(v) Support the PIU in the production of required documentation and reports for the PMO;
(vi) Initiate and sustain partnerships with relevant government agencies, academic,
NGOs and other stakeholders for technical assistance and continuing capacity
building initiatives related to output 3.

Extensive field work, visits and stay in rural villages is expected from the PMC staff to provide onsite support to project activities. 
QUALIFICATION
Qualification requirements:
(i) Bachelor's degree or equivalent in agriculture, agronomy or related subject
(ii) Preferably secondary qualifications in an appropriate discipline
(iii) 8 years of professional experience
(iv) Experience in guiding and, analyzing and setting up farming systems, agroforestry activities or agribusiness operations
(vi) Preferably having experience of donor financed projects
