Job Opportunity: Monitoring and Evaluation Specialist (national) (NK9b) – Rural Resilience and Livelihood Improvement Sector Project
Location: MRDCH office in Dili and sub-office(s) in Manatuto municipality where Project PIU(s) will be
located (Timor-Leste)
Expected Duration: 36 months


The specialist will oversee the
development and implementation of the PPMS. The specialist will:
(i) Work with the International M&E Specialist in analyzing achievement of PPMS indicators for quarterly and annual progress reports;
(ii) Work with the International M&E Specialist in reviewing and optimizing project data collection forms annually, ensuring that PPMS has correctly captured the content of the forms;
(iii) Oversee smooth operation of the PPMS, including its design and performance (accuracy, speed, user friendliness);
(iv) Undertake collection and reporting on sex-disaggregated data;
(v) Review and analyze PIU quarterly progress reports and data;
(vi) Assist International M&E Specialist in formulating ToR for special studies, including baseline and endline surveys;
(vii) Facilitate staff and beneficiary capacity building activities;
(viii) Provide training and ToT technical assistance to PMO and PIU on all aspects of monitoring and evaluation; and
(ix) Prepare regular and on demand consolidated reports, feedback and presentation materials.

Extensive field work (at least 85% of time), visits and stay in rural villages is expected from the PMC staff to provide onsite support to project activities. 
QUALIFICATION
Qualification requirements:
(i) Bachelor's degree in rural development, agriculture, social sciences or engineering. Preferably additional qualifications (e.g., training; short courses) on information IT applications
(ii) 6 years of relevant professional experience
(iii) Experience in programme/project monitoring and evaluation, including participatory M&E techniques
(iv) Experience in Community-based development projects
(v) Good written and spoken English
