The national specialist will support the international social safeguards and gender specialist in performing the tasks described above.
The specialist will:
(i) Train project staff and communities on social safeguards and on the application of the community participation framework, the ethnic group development framework and project GRM;
(ii) Design socioeconomic surveys and social impact assessments at community level to be undertaken by project staff;
(iii) Assist PIU to screen the subproject activities to be eligible for project financing and involuntary land acquisition and resettlement will be involved (category C for IR impacts);
(iv) Assist PIU to screen the subproject on the presence of ethnic minority groups in the area and to ensure no significant impacts will occur to them (category B/C for IP impacts);
(v) Prepare screening checklist and procedure for the conduct of consultations especially for areas populated by ethnic groups;
(vi) Assist PMO and PIU in the implementation of the CPF and EGDF;
(vii) Coordinate with project teams to ensure thatmitigation measures are integrated into the project design features;
(viii) Undertake compliance monitoring on the application of the Community
Participation framework and the Ethnic Group development framework;
(ix) Develop templates for semiannual safeguard monitoring report to be used by
the PIU safeguard officers;
(x) Assist the PMO and PIU in conducting meaningful consultations as required by
the CPF and EGDF;
(xi) Assist the PIU safeguard officers in screening and receiving consents from the
potential landowners for land requirements of the proposed infrastructure;
(xii) Ensure and facilitate PMO and PIU on the disclosure and translation of
safeguard documents to the targeted beneficiaries;
(xiii) Prepare semiannual safeguards monitoring reports in cooperation with the
Environmental Safeguards Specialist;
(xiv) Provide inputs on social dimension and safeguard component on all project
manuals and guidelines;
(xv) Assist PMO and PIU in establishing and managing the project GRM;
(xvi) Design and deliver awareness-training courses/capacity building in gender and women's empowerment, prevention of gender-based violence and sexual harassment in the workplace, and the rights of the child, at the start of the project for all project staff and other stakeholders as appropriate;
(xvii) Implement refresher training in these topics at project midterm;
(xviii) Work closely with PMO and PIU in all project areas and support them in
implementing the activities that constitute the GAP;
(xix) Design and implement information campaigns and community mobilization
measures, to ensure effectiveness of livelihood development activities, and
addressing vocational needs for poor and vulnerable households such as
female-headed households and youth;
(xx) Ensure that gender and social inclusion issues are effectively addressed during
all phases of the project; and assess and carefully track livelihood
developments of women, youth and other vulnerable groups;
(xxi) Facilitate knowledge-sharing on gender and social inclusion related issues,
including through partner forums, web pages and reports and including lessons
learned/best practice from Southeast Asia and elsewhere where relevant;
(xxii) Provide leadership for implementing of the GAP and particularly lead and ensure that women's empowerment indicators are effectively incorporated into the M&E processes;
(xxiii) Review implementation and provide feedback on how to achieve best possible project outcomes with respect to gender and women's empowerment;
(xxiv) Prepare annual work plans and budget and regular project progress reports
following ADB rules and guidelines; as well as any other gender reports as
required;
(xxv) Ensure that there are adequate communication materials on gender issues;
ensure that the materials the project develops are gender sensitive in their
language and image;
(xxvi) Disseminate evidence for influencing policy and practice; and
(xxvii) Contribute to progress reports.
