The objective of the assignment is to assist the implementing agency in identifying the training needs of the Airways Authority (''Régie des Voies Aériennes SA - RVA SA'') and the Civil Aviation Authority (''Autorité de l'Aviation Civile - AAC'') and in developing and effectively implementing technical training programmes for the staff of these two organisations by clearly defining the procedures for monitoring and evaluating the implementation of this component. The number of people to be trained and the scope of the modules to be delivered takes into account the analysis of the needs expressed and the limits of the resources allocated to this component, which includes all the pedagogical and logistical costs of the training.

The mission consisted of training five (5) officials from Madagascar's Ministry of National Education on the subject of ''Ongoing and ex-post evaluation of programmes and projects: principles and tools''.
As expected by funding agencies and as part of the project or programme cycle, evaluations are frequently carried out and should be a highlight of the development process. However, they are still too often implemented in haste, by actors and contributors who have little understanding of their usefulness. Having initially focused mainly on the results of the action, evaluation now leans towards intervention strategies, the direct and indirect effects of interventions and the changes brought about.
