The global objective is to increase local CSOs’ capacity to perform their roles as independent development actors more efficiently.
The specific objectives are to: (i) improve CSOs’ capacity in proposal writing, general project management including financial aspects, and the management of EU grant contracts, and; (ii) improve CSOs’ capacity in management and advocacy with particular attention to the Sustainable Development Goals.

Lenders' Technical Advisor (LTA) for Meghna Group of Industries (MGI) PVC/PET - Phase 2 (2021-2024)
Meghna Group of Industries (MGI) is developing a project, with an annual capacity of 150,000 t of polyvinyl chloride (PVC) resin and 100,000 t of polyethylene terephthalate (PET) resin. ING Bank, a branch of ING-DiBa AG (Germany), has assigned SOFRECO as Lenders’ Technical Advisor (LTA) to the MGI Project. The LTA acts for the group of long-term lenders and has to periodically conduct a review and evaluation of the project construction and operation in terms of the actual progress of works against the specifications and contractual requirements, including any factors that have or could reasonably be expected to have a material adverse effect on the project.

Developing Standard Operation Procedures (SOPs) for Climate Change Resilient Water Infrastructure (2021)
The project, conducted for the Caribbean Community Climate Change Centre, consists in the stakeholders-driven development of regional standard operating procedures (SOPs) to guide and coordinate national water utilities in the development and management of water infrastructure that is resilient to climate change and natural disasters. This involves the training of both water utilities staff and wider communities in SOPs and Integrated Water Resources Management (IWRM) through a train-the-trainer scheme.

Institutional Strengthening and Capacity Enhancement Project for the Can Tho City Development Investment Fund (CADIF) and the Da Nang City Development Investment Fund (DDIF) (2013-2015)
CADIF and DDIF are local financing agencies for investments in local urban infrastructure projects in both cities. This project aims to enhance their capacities by improving their project management skills, standardising their institutional development procedures (balance sheet management, financial analysis and management, debts supervision and appraisal, socio-environmental risk management, etc), and bringing international expertise to key sectoral projects (water supply, wastewater treatment and drainage, solid waste treatment, urban transport, energy, health, education, urban upgrading and social housing).

The Climate Friendly Agribusiness Value Chains Sector Project (CFAVC) aims to create an enabling environment that reduces the incidence of poverty, malnutrition and food insecurity among the rural poor. The Project Implementation Consultant (PIC) is providing management and technical assistance in the implementation of the project, strengthening the technical and management capacities of the participating government agencies and project stakeholders, and ensuring compliance with the financing agreement and government policies.

Reinforcement Programme of Commercial Capacity for the Tourism Sector (2018-2022)
The general objective of this assignment is to help the PMU to strengthen the commercial capacity of the tourism sector in Cambodia by building the capacity of private and public stakeholders, structuring public-private partnerships, and developing innovative commercial strategies.
Strengthening the capacities of the Ministry of Tourism, private tourism operators and professional associations is thus at the core of this assignment, which is structured in four components:
Component 1: Assisting the PMU in structuring and strengthening the capacity of the private sector;
Component 2: Assisting the PMU in strengthening the capacity of the Ministry of Tourism;
Component 3: Assisting the PMU in developing studies and pilot projects;
Component 4: Strengthening the PMU in terms of project management.
