Technical Assistance to the Caribbean Development Bank’s Climate Action Line of Credit - Phase 1 (2013-2014) |
The objective of the technical assistance (TA) is to contribute to the Climate Resilience Strategy of the Caribbean Development Bank and its Borrowing Member Countries by building in-house capacity, knowledge and skills in the field of climate change. The programme aims to improve and speed up the use of funding from the Climate Action Line of Credit (CALC) as well as climate resilience actions in the Borrowing Member Countries (BMCs) of the CDB. The present assignment will undertake a preliminary assessment identifying capacity building needs and the necessary operational policy improvements. It will also carry out a gaps and needs analysis of the CDB’s and BMCs’ climate resilience efforts, taking into account the multiple programmes and efforts ongoing in the region. Three projects in the investment pipeline will also be prepared and improved with a view to financing under the CALC. |

Drafting of a working document, based on reviews and consultations, which will provide context for the aquaculture development strategy. Preparation of a strategy and action plan to develop aquaculture in Saint Kitts and Nevis from 2012 to 2022, with the main focus on aquaculture production as a primary food-producing sector and for its contribution to national food security. |

Technical assistance to the Ministry of Agriculture and Fisheries within the framework of the Accompanying Measures for Sugar (AMS) programme, for the successful implementation of the Sugar Adaptation Strategy. The purpose of this technical assistance is to: - Assist the Ministry of Agriculture and Fisheries to coordinate the implementation of the Sugar Adaptation Strategy. - Strengthen the institutional capacity of the Ministry of Agriculture and Fisheries and other line ministries to enable the effective use of EU funding provided under the AMS. |
| Public Expenditure and Financial Accountability (PEFA) Evaluation 2011 (2011-2012) |
The objective of this PEFA evaluation was to measure the performance of public finance management in Haiti, to provide reference values for the medium-term evaluation of progress in the public finance reform programme’s implementation, and to foster harmonious dialogue between the authorities and funding agencies based on a common evaluation framework. This initiative should inform and deepen discussions on improving and strengthening Haiti’s public finance management system, and on revisions to public finance institutional support programmes coordinated between funding agencies and the government. |
| Technical Assistance to the Belize Rural Development Programme (BRDP II) (2011-2016) |
Technical and administrative support to the EDF National Authorising Officer (NAO) and the Ministry of Agriculture (MoA) for the successful implementation of the Belize Rural Development Programme (BRDP II). The BRDP II aims at increasing rural household incomes and food security by contributing to the rural market economy’s expansion. The programme has three main components: 1) Enterprise promotion and employment generation in rural areas, 2) Rehabilitation of economic rural infrastructure, 3) Institutional strengthening and support for the formulation of development policies. The BRDP II is implemented mainly by grant call for proposals, infrastructure tenders and TA for institutional support and management. |
