Technical Assistance to the ECOWAS Commission for the Study on the Abidjan-Lagos Corridor Highway (2020-2024) |
The 1,028-km six-lane homogeneous Highway from Abidjan to Lagos is a major Transport Infrastructure Project for Western Africa. The ECOWAS Commission ensures the implementation of the technical studies and related activities. These large-scale engineering studies, coupled with the development of a construction strategy and motorway operating procedures through PPP, are complex services to handle by contracting authorities and involve significant budgets. Furthermore, three Design and Engineering (D&E) firms are contracted to carry out the technical studies, dividing the corridor into three lots and requiring strong supervision to ensure effective coordination of the studies. Therefore, the aim of the Technical Assistance (TA) Services is to: (i) support the PIU with the diverse nature of studies being pursued under the Programme, (ii) serve as an interface with all stakeholders, (iii) support ECOWAS in anticipating urgent actions, and (iv) take the necessary decisions regarding technical, legal and financial expertise to allow ECOWAS and the authorised agencies of Member States to effectively manage all phases of each service component provided for in the study. |
| Study of wind measurement using a meteorological mast in the Port of Cotonou (2024-2025) |
The aim of the project is to determine the viability of wind turbine installations with rotors 155 metres high. The aim of the consultation is to collect and analyse wind data over a continuous period of at least 12 months, at a height of 120 metres. The expected results include: (i) the installation, operation and removal of a wind measurement device, (ii) measurements in accordance with international Measnet standards, (iii) a full report on the measurement campaign, and (iv) reliable, bankable data for preliminary analysis. |

| Continuation of supervision of construction work on the ''Electricity Distribution'' project, transferred to the Beninese Electricity Company (SBEE) by MCA-Benin II. (2023-2025) |
The MCA-Benin II Project was completed by the closing date of the Compact on 22 June 2023, with the exception of the contract for the IPP connections of the EIFFAGE/RMT Contractor. The post-completion supervision activity focuses on the removal of reservations and the correction of defects during the Defect Notification Period, in collaboration with the SBEE teams. The current assignment is aimed at supervising the construction work on the connections for the four IPP solar power plants, as well as the removal of reservations for the other contracts, in accordance with standards and contractual requirements. |
