PDGM (Mining Governance and Development Project) - Strategic study of Togo's mining sector (2019) |
Objectives of the project: After an evaluation of the existing situation, the strategic study will recommend the priorities to be addressed in the sector in the short- to medium-term, and will propose the necessary modifications to be made to the operation and institutional structure. Services to be provided: - Proposals and recommendations aiming to improve the quality of the public service, focusing on: a) A clear definition of the functions of each unit of the new model recommended, and of the roles and responsibilities of the institutions, in order to avoid overlaps; b) Improved working procedures. - Development of a strategic plan for 2017-2022 for the mining sector and of a strategic plan until 2030 for the MME, DGMD. |
| Technical Assistance for the Nutrition and Food Security, Sustainable Agriculture and Resilience Support Programme (PASANAD) (2017-2022) |
Institutional technical assistance for the implementation of PASANAD, whose objective was to help reduce poverty by improving governance in the field of nutrition and food security and strengthening resilience. The programme was based on a sectorial reform contract (EUR 100 million) and on complementary institutional support for the prevention of chronic malnutrition (EUR 17 million). The services included long-term technical assistance to the Permanent Secretariat for the Coordination of Agricultural Sectorial Policies, the Executive Secretariat of the National Food Security Council, the Ministry of Animal and Fisheries Resources (MRAH), and the Ministry of Agriculture and Hydraulic Facilities (MAAH), and short-term technical assistance in the fields of monitoring and evaluation, institutional support, forecasting and planning, decentralisation, training, market analysis, nutrition and food security, irrigated agriculture and small-scale livestock farming. |
| Preparation and adoption of a general guide for the control and monitoring of mining activities for the Ministry of Mines and Quarries (2020-2021) |
The specific objectives of the mission are to: - diagnose the existing monitoring and control mechanisms; - sequence the monitoring and control actions by structure; - propose an efficient and unifying approach to the various monitoring and control actions; - have an operational guide to control by subject and by mining activity structure; - have a priority action plan for the inspection of industrial mines. |

Supervision of the construction works of a distribution project (2020-2023) |
The works supervised by SOFRECO are part of the Distribution Project of the MCA-Benin Compact II financed by the Millennium Challenge Corporation. Its purpose is to strengthen the distribution networks of Benin’s electricity utility, Société béninoise d'énergie électrique (SBEE). SOFRECO is in charge of lot B which includes design and construction to strengthen and rehabilitate the current electricity distribution network in Cotonou and Porto Novo (substations and power lines). |

Drafting of a Strategic Environmental and Social Assessment (SESA) of the mining sector. The objective of the assessment is to systematically analyse the environmental and social risks associated with all initiatives (exploration, sectorial organisation, investment, planning, techniques, operations, economics, revenue management, etc.) of the mining sector at the country level and to propose general measures for guaranteeing the sector’s sustainability. |
| Technical assistance for the establishment of the National Information Platform for Nutrition (NIPN) in Niger (2017-2022) |
The goal of the ‘National Information Platform for Nutrition’ initiative is to produce nutrition-related information, then to generate requests for information in order to stimulate public debate, and to reformulate analysis plans for decision-makers, stakeholders, or partners concerned by the field of nutrition. The technical assistance provides its support in order to: - ensure methodological rigour in the data production and analysis process; - develop a training plan for the main stakeholders (nutrition-sensitive, decision analysis, method for analysing the results of nutritional surveys, design and management of on-line databases, etc.); - set up tools for storing and sharing statistical data and information on the nutritional situation (platform); - make information on the nutritional situation accessible to all sections of the public, and particularly useable by the public authorities for decision-making and strategic purposes. |
