Recruitment of a technical assistance team for the specific support programme for surveillance and supervision of the market (2017-2020) |
The objective of PASSEM is to build the capacity of the chain of actors involved in market surveillance and consumer protection, via four focuses: 1) improvement of the legal and institutional framework, 2) capacity building of market surveillance authorities and control laboratories, 3) support to non-state actors engaged in consumer protection and quality promotion issues, 4) adherence and mobilisation of stakeholders for the achievement of the results and project visibility. The TA activities target 3 categories of actor and must enable the achievement of three key results: 1) The strategic vision of the Ministry of Trade integrates European good practices in the field of market surveillance, and leads to a revision of the legal and organisational framework, 2) The capacities of the market surveillance authorities and control laboratories are strengthened in terms of management, training, investigation techniques, selection of equipment and pooling of information resources; 3) Non-state actors (socio-professional organisations and consumer protection associations) play their role in the market surveillance system. |
| Assistance with social project management of information, education and communication (IEC) services for the sanitation and restructuring project in the districts of Hann and Petit Mbao (2014-2018) |
The overall objective of the sanitation and urban restructuring project in Hann and Petit Mbao is to help improve the living conditions of underprivileged populations in the districts of Hann Village and Petit Mbao in Dakar. The IEC component will raise the awareness, understanding and willingness of stakeholders to become more involved in implementation and take ownership of the infrastructures developed in order to ensure their maintenance. The activities to be carried out can be grouped into four missions: - Diagnosis and proposal of the intervention’s approach (communication methods and procedures); - Design and implementation of the IEC programme; - Training plan for the capacity building of the district hall and labour intensive programme teams; - Monitoring of the quality of use and maintenance of the structures developed (sanitation networks, roads, public spaces and green areas, and public solar lighting networks). |

Institutional Strengthening and Capacity Enhancement Project for the Can Tho City Development Investment Fund (CADIF) and the Da Nang City Development Investment Fund (DDIF) (2013-2015) |
CADIF and DDIF are local financing agencies for investments in local urban infrastructure projects in both cities. This project aims to enhance their capacities by improving their project management skills, standardising their institutional development procedures (balance sheet management, financial analysis and management, debts supervision and appraisal, socio-environmental risk management, etc), and bringing international expertise to key sectoral projects (water supply, wastewater treatment and drainage, solid waste treatment, urban transport, energy, health, education, urban upgrading and social housing). |

The objective of this consultancy assignment is to provide technical assistance (TA) to the Zanzibar Municipal Council (ZMC) in order to address key institutional capacity constraints. Under the general umbrella of change management, the TA is addressing the following areas: policy and legal matters; revenue enhancement, financial management and procurement systems; management of human resources; information technology (IT) systems; communication, public outreach and community participation; and monitoring and evaluation of the implementation of the change management strategy. |

The overall objective of the Poverty Reduction Budget Support Programme, Phase II (PRBSII), under which this assignment is performed, is to contribute to the implementation of Lesotho's national development agenda as embodied in the Vision 2020, which states that by the year 2020 ‘Lesotho shall be a stable democracy, a united and prosperous nation at peace with itself and its neighbours. It shall have a healthy and well developed human resource base, a strong economy, a well-managed environment and an established technological base’. This assignment is to support the Ministry of Finance, and specifically the Office of the National Authorising Officer, to define and operationalise effective and systematic finance and contract management and monitoring arrangements. |

The objective of the project is to improve the industrial and intellectual property framework in BiH to meet the “TRIPS-plus” requirements, which will contribute to fulfilling WTO and Stabilisation and Association Agreement conditions as well as those of CEFTA 2006. The project supports the development of the BiH IP Institute’s institutional capacity so that it can ensure the conduct of all its necessary functions, the strengthening of the industrial and intellectual property legal framework in conformity with TRIPS-plus, and the application of legislation on intellectual and industrial property. |

Diagnostic study within the framework of the implementation of concerted and harmonised policies and strategies to combat counterfeiting in the CEMAC region. The study consisted in providing information on the regional situation on counterfeiting, examining the legal and regulatory measures to combat counterfeiting, and evaluating the capacities of the institutions in charge in this field. |

The objective of the mission was: (i) to develop and enhance the legal and institutional framework on non-tariff barriers to trade and enable the implementation of the country’s trade policy; (ii) to identify the economic impact of Kazakhstan’s involvement in regional trade organisations and the regional integration process (Single Economic Space, Customs Union, Free Trade Area, etc). |
