The general objective of this study was to identify the stakes and challenges of the integrated management of Niger’s water resources through six thematic studies prior to the development of the PANGIRE. |
| Study on the national rural sanitation strategy (2013-2014) |
The services involve developing a rural sanitation strategy and an action plan proposing appropriate sanitation technology for rural populations, taking account of suitable hygiene standards and the financial capacities of rural populations in terms of investment and maintenance.
More specifically, the Consultant will (i) carry out an exhaustive review of the state of affairs in terms of rural sanitation in Cameroon, (ii) define a rural sanitation strategy, and (iii) develop a costed action plan for the implementation of the strategic focuses and accompanying measures proposed. A national workshop will be organised for the strategy’s presentation and validation. |

| Technical Assistance to the Caribbean Development Bank’s Climate Action Line of Credit - Phase 1 (2013-2014) |
The objective of the technical assistance (TA) is to contribute to the Climate Resilience Strategy of the Caribbean Development Bank and its Borrowing Member Countries by building in-house capacity, knowledge and skills in the field of climate change. The programme aims to improve and speed up the use of funding from the Climate Action Line of Credit (CALC) as well as climate resilience actions in the Borrowing Member Countries (BMCs) of the CDB.
The present assignment will undertake a preliminary assessment identifying capacity building needs and the necessary operational policy improvements. It will also carry out a gaps and needs analysis of the CDB’s and BMCs’ climate resilience efforts, taking into account the multiple programmes and efforts ongoing in the region. Three projects in the investment pipeline will also be prepared and improved with a view to financing under the CALC. |

| Long term technical assistance for the resettlement plan of the Kandadji Ecosystems Regeneration and Niger Valley Development Programme (KERNVDP) (2011-2015) |
The Kandadji Ecosystems Regeneration and Niger Valley Development Programme (KERNVDP) involves building a dam and its related structures, providing support for the development of 45 000 ha of irrigated perimeters, and building a hydroelectric power plant. The programme's objective is to reduce poverty through natural regeneration, and by improving food security and covering energy requirements.
Its implementation will lead to the involuntary displacement of approximately 38,000 people and their resettlement on new sites.
The primary goal of the technical assistance is to support the Project Implementation Unit in the resettlement process for programme affected populations. |
| Technical assistance to the Directorate General of Water Resources of the Ministry of Energy and Natural Resources (2011-2012) |
The general objective of the Water Sector Support Project – Solar Rural Hydraulics (PASE-HRS) is to improve the living conditions of rural and semi-urban populations.
Within this framework, the technical assistance to the Directorate General of Water Resources focused on:
- institutional support at central and regional level (updating of the Water and Sanitation Master Plan, strengthening of the institutional framework, IWRM (integrated water resource management) road map, reflection on the Water Code);
- technical support to set up 30 new solar-powered drinking water supply systems (identification of the sites, preparation of the bidding documents and support with awarding contracts, pumping trials, construction surveys, training of coordinators);
- specific activities in terms of (i) capacity building for the actors, (ii) monitoring and evaluation of the projects, and (iii) awareness-raising on hygiene in the regions of Bafata, Gabu, Oio and Tombali. |

Technical assistance to the Environmental and Social Management Unit of the SNEL, for the implementation of the Environmental and Social Management Plan of the PMEDE project (2010-2012) |
Technical assistance mainly consisting in:
- Support to the Environmental and Social Management Unit (ESMU) of the SNEL (national electricity company of the Democratic Republic of the Congo) for monitoring and evaluation of the implementation of the Environmental and Social Management Plan for the PMEDE, SAPMP and other SNEL projects.
- The establishment of institutional and operational mechanisms to ensure compliance with the World Bank safeguard policies, national laws and international environmental and sustainable development commitments applicable to the project.
- Institutional capacity building of the SNEL's ESMU in terms of environmental management, and support in defining the SNEL's environmental and social policies and procedures for energy production, transmission and distribution. |
