Côte d'Ivoire, Liberia, Sierra Leone and Guinea Electricity Interconnection Project/Rural Electrification - Guinea Component (CLSG/VER): Monitoring and supervision of rural electrification works (2020-2023)
As part of the Côte d'Ivoire, Liberia, Sierra Leone and Guinea Electricity Interconnection Project, leading to the construction of a 1,357 km, 225 kV double circuit transmission line to connect the four national electricity networks, this project assisted in the establishment of a dynamic electricity market in the West African sub-region and in securing the electricity supply of the participating countries. Ginger SOFRECO, on behalf of and in the best interest of the contracting authority (EDG), was responsible for monitoring and supervising the execution of the entire rural electrification component.

The objective of this assignment is to enhance the performance, financial management and governance of the renewable energy sector, overseen through the New & Renewable Energy Authority (NREA), by improving the transparency, accountability, and managing efficiency of the Authority, through the:
• improvement of the NREA’s organisation and corporate structure;
• advancement of the financial management within the NREA, including the financial forecast programme; and
• capacity building and coaching of personnel.

Project management for the construction of the power line connecting the 30-MWp solar photovoltaic power plant in Ouagadougou (2021-2022)
The overall objective of the project financed by GreenYellow is to build and commission a 30-MWp solar power plant, located approximately 30 km north-east of Ouagadougou, together with its 33-kV evacuation line, all connected to one of the existing 33/90-kV delivery substations in Ziniaré owned by Sonabel.
SOFRECO is responsible for supervising work on the 33-kV connection line and for commissioning the solar power plant and line.

Development of a National Master Plan for Electricity Generation, Transmission and Distribution (2021-2022)
Within the framework of the Water and Electricity Services Improvement Project (Projet d’Amélioration des Services d’Eau et d’Electricité - PASEEL) financed by the World Bank, the main objective of this mission is to draw up a plan for the optimised development of the means of power generation, transmission and distribution of electrical energy in the Central African Republic over a period of 20 years (2020-2040) in order to meet the energy and power demands of the population and the national economy and to facilitate the integration of renewable energies.
SOFRECO carried out three master plans for power generation, transmission and distribution and also developed ESIA screening, a Geographic Information System (GIS), a financial and economic analysis, a modelling and an investment plan; static and dynamic simulations of the electrical system as well as a study of the tariff implications of the master plans.

Drafting of the National Energy Policy and of the National Strategy for Energy Access to All, and updating of the regulatory texts of the energy sector in Mali (2021-2022)
In order to have a political, legal, regulatory and institutional framework conducive to the promotion of renewable energy investments, the National Energy Directorate, through the Mali Electricity Sector Improvement Project (MESIP), was provided with support services from SOFRECO.
The project has two objectives: i) to finalise the process begun in 2013 of revising the National Energy Policy and to revise the associated regulatory texts; ii) to develop a National Strategy for Access to Electricity for All. The Malian stakeholders are the Direction Nationale de l'Energie (DNE), under the supervision of the Ministry of Energy and Water, and the other actors of the energy sector, notably institutions (EDM, AMADER, OSER, etc.).

Preparation of Engineering Feasibility Studies for a Solar PV Plant (2MW) and Wind Turbines (2MW) and Technical Assistance to Al Yamoun (JSCJWV) (2020-2022)
The feasibility studies for a Solar PV Plant (2 MW) and Wind Turbines (2 MW) for JSCJWV in Al Yamoun are part of the Nexus North Project.
This Nexus North project intends to continue AFD’s support in the implementation of institutional reforms in the water sector and enhance the sustainability of regional operators in Palestinian territories.The previous AFD funded projects were mainly focused on urgent and priority needs. Additional support needs have been identified in order to continue efforts to enable operators to become fully operational and sustainable, including the reduction of their energy cost for the provision of water services.
The Al Yamoun site has been identified for its wind and solar potential. The objectives of the services for Al Yamoun is to conduct a full feasibility study for both wind and solar options, including technical, economic, financial, environmental and social aspects. It includes the supply and installation of a wind measurement mast, as well as solar measurement equipment, which are both to be used to collect data for a year. The Consultant also prepares the tender documents for the EPC contract.

Technical assistance to the New and Renewable Energy Authority (NREA) - Renewable energy planning (2021-2022)
The objective of this technical assistance is to enhance the NREA Strategic Department’s efficiency by building its capacities, providing coaching and transferring energy planning know-how through the development of an energy modelling platform, fed with studies and renewable energy scenarios developed during the technical assistance. In order to achieve this objective, AFD alongside the NREA, has identified a set of activities requiring consultancy services. The Consultant is expected to evaluate the energy planning capacities within the NREA and in Egypt, identify energy scenarios relevant to the NREA, develop an energy modelling platform containing pre-identified scenarios, identify a financing strategy based on the international best practices and energy markets scenarios and coach the NREA’s energy planning team on the further development of the aforementioned topics.
