Conduct of a feasibility study on: - the construction of a second high-voltage connection from Ferkessédougou or a neighbouring location on the Ivorian network (Kong) to Bobo Dioulasso (204 km) and from Bobo Dioulasso to Ouagadougou (336 km); - the extension and/or construction of substations; - electrification of communities and villages along the line and around the substations; - the installation of compensation and synchronisation equipment and flow control, if required; - CI-ÉNERGIES (Côte d'Ivoire) and SONABEL (Burkina Faso) network reinforcements, if required. |

Feasibility study and environmental and social impact assessments of the FORSUN project: 20 MW photovoltaic solar power plant and strengthening of the distribution network in Benin (2020-2021) |
The aim of this Technical Assistance mission is to strengthen the electricity sector in Benin as well as to foster the development of renewable energies via three main components. The first consists of the production of a preliminary design, detailed preliminary design, and detailed Environmental and Social Impact Assessment (ESIA), as well as the drafting of bidding documents for the extension, densification and strengthening of the LV and MV grid in urban and rural areas. The second aims to increase the share of solar power in the electricity through the production of a preliminary design, detailed preliminary design and ESIA, as well as drafting of bidding documents of the DEFISSOL solar power plant extension (+20 MW). The third and final component consists of the drafting of two generic documents intended for use on all the electrification projects of the Beninese Electricity Company (SBEE): an Environmental and Social Management Framework (ESMF) as well as a Resettlement Plan Framework. |

Feasibility study for the development of a 1,000 MW wind farm near Marsabit in Kenya (2020) |
As part of its renewable energy expansion strategy, KenGen has identified a site with a 1,000 MW wind power potential to develop a new wind farm. The objective of the assignment is to assess the feasibility of wind power development at the proposed site, estimate the optimal capacity to be developed without requiring major grid reinforcement, and then prepare conceptual designs and conduct a preliminary environmental and social impact assessment (ESIA)/scoping study on the site, including a rapid bird and bat assessment. The study also involves the preparation of the project implementation plan, the procurement procedure and the operation strategies. |
| Control and supervision of the rural electrification works of the Project for the interconnection of the electricity networks of Côte d’Ivoire, Liberia, Sierra Leone and Guinea / Guinea rural electrification component (2020-2022) |
In the framework of the project for the interconnection of the electricity networks of Côte d’Ivoire, Liberia, Sierra Leone and Guinea, leading to the construction of a 1357 km, 225 kV double circuit transmission line to connect the 4 national electricity networks, a rural electrification component is planned for the populations living near the 225 kV line. SOFRECO is carrying out the control and supervision of the execution of the entire rural electrification component for the contracting authority (Électricité de Guinée). The works being carried include the construction of approximately 77 km of LV lines, 202 km of 33 kV MV lines, 32 substations of 100 kVa, 2 substations of 160 kVa and the supply of 2000 pre-pay meters and connection materials. |

Preparation of texts revising the legislative and regulatory framework: electricity code, law on the regulator and their enforcement regulations (2019-2021) |
The mission’s general objective is to contribute to the adoption of an attractive legal and regulatory framework with the introduction of an electricity code and of a new law on the regulator to build rules and practices more conducive to private investment in order to achieve universal access by 2025 and supply affordable electricity. In particular, the mission involves defining, justifying and documenting amendments to the regulations to be integrated into the draft electricity code or other text to provide an investment-friendly framework in the energy sector covering the development of renewable energies, public-private partnerships, incentive optimisation, the optimisation of the model and acceleration of the rural electrification process, and finally, taking account of the downstream sector in the oil and gas industry. |
| Zagtouli photovoltaic plant, phase 2 (17 MWc) – Technical assistance and support with procurement (2019-2022) |
The overall objective of the second phase of the project to build the Zagtouli 17 MWc photovoltaic solar plant is to help develop the generation of cost-effective renewable electricity in Burkina Faso. This project is taking place under an EPC (engineering, procurement and construction) turnkey contract, and will bring the capacity of the Zagtouli plant to 50 MWc. In the framework of this contract, SOFRECO is providing technical assistance and procurement support to the project promoter, SONABEL, Burkina Faso’s national electricity company, from the review of the studies through to the contractual arrangements with the Constructor. |
| EU Technical Assistance Facility for the 'Sustainable Energy for All' Initiative (SE4All) - Neighbourhood (East and South), Asia (including Central Asia), Latin America, Caribbean and Pacific (2014-2021) |
The TAF delivers high level technical assistance at country (and regional level) through expert missions to be mobilised at short notice and to support committed countries to reach the SE4All objectives. Examples of areas of support include: - initial stocktaking, technical support in the elaboration and implementation of national energy sector policies and reforms; - capacity building, particularly in the policy and regulatory areas; - technical support in the preparation of investment projects, - mobilisation of funds and facilitation of partnerships; - industrial and technology cooperation; - project demonstration. Considering the specific needs and actual situation of the energy sector in the target countries, the assistance to the technical, economic and environmental preparatory work of energy investment projects, and in particular the identification and preparation of investment projects including the mobilisation of funds, facilitation of partnerships and leveraging of private investment, is central to the TAF. |
| Supervision of studies, supplies and construction works for transmission, distribution and rural electrification networks (PRETD) (2018-2021) |
The objective of the Power Transmission and Distribution Networks Reinforcement Project (PRETD) is to develop and reinforce the power transmission and distribution facilities defined hereafter: - creation of the Bingerville 220/20kV substation and restructuring of the Bingerville MV network; - doubling of the Soubré-San Pedro 225 kV line and related works at the 225 kV substations of Soubré and San Pedro; - construction of the Duékoué-Zagné 225 kV line, of the 225/33 kV substations of Duékoué and Zagné, and of the 33 kV Zagné-Taï line, and restructuring of the MV networks of Duékoué, Zagné and Taï; - rural electrification of 252 localities, contributing to a rise in coverage in the country's west zone (Montagnes District) of 26.45%, i.e. a national increase of 3 points. |
