Control and supervision of the extension, reinforcement and rehabilitation works on the distribution networks in the cities of Abidjan, Bouaké and San-Pedro (ENERGOS) (2017-2023)
The project aims to strengthen electricity services in three of Côte d’Ivoire’s main cities. It is made up of: a ‘distribution network’ component, including the extension of HV and LV networks (lines and stations); a ‘public lighting’ component, to replace lamps by more economic models, and a component to train the Contracting Authority and Project Manager.
The Consultant is providing support services to the Contracting Authority and Project Manager for the control and supervision of the construction works of the two components of the ENERGOS project, including revision of the technical studies, project management, administration of the Contractors’ contracts, preparation and technical supervision of the works, their administrative and financial verification, tests and provisional and definitive acceptance, and monitoring during the guarantee period.

Technical assistance for the energy sector support programme in Togo (PASET) — phase 1 (2017-2022)
Access to energy and especially to a reliable, affordable electricity service, is a condition for sustainable economic development and poverty reduction. The population's access to energy in Togo was limited to 30% in 2014. For the same year, the level of technical (on networks) and non-technical loss was around 18%. This project aims to help face these challenges. Its overall objective is to contribute to reducing poverty by fostering the achievement of the objectives of the Sustainable Energy for All initiative (SE4All). The specific objective is to improve the living conditions of Togo's populations by working towards improved access to modern, sustainable energy services and helping to improve the sector's institutional framework to facilitate future investments, including from the private sector.
The technical assistance to the PASET-1 programme is organised around two main pillars:
1) improvement of the institutional framework of Togo's electricity sector;
2) capacity building of the main energy actors.

Support and consultancy services to the Organisation for the Development of the Gambia River for the implementation of the Energy Project (2014-2018)
The Organisation for the Development of the Gambia River (OMVG) includes Gambia, Guinea, Guinea-Bissau and Senegal. It is in charge of setting up the Energy Project which is based on the following three structures:
- The Sambangalou storage dam, located in Senegal on the Gambia River (128 MW);
- The Kaleta run-of-the-river dam located in Guinea on the Konkouré River (240 MW);
- The related interconnected network to conduct the electricity from both hydropower plants and from the other hydropower projects under development (225kV, 800 MW transit capacity, 1677 km of lines).
The project consists in supporting the OMVG in its Energy Project on the technical, legal and transaction components, and in carrying out a restructuring study for the OMVG.

Consultancy services for the Extension and Restructuring of Electricity Distribution Networks (2016-2020)
The objective of this consultancy project is to ensure the proper performance of the works in accordance with the contractual specifications and requirements in terms of quality, schedule and costs, as well as the efficient commissioning of the project for the two following components: Lot A, covering the restructuring and extension of the electricity distribution networks of nine cities in Senegal, and; Lot B, covering the procurement and installation of pre-paid meters and smart meters. The Consultant is acting as the Contracting Authority’s representative during the fulfilment of the contracts to be carried out on this latter’s behalf by the constructors and suppliers. Under the authority of the Project Coordinator, the Consultant is working with the project implementation unit as a team and in a spirit of wide consultation.

Support to SE4ALL Country Action processes in Zambia and Cameroon (2015-2016)
The objective of this project was to support the Ministry of Mines, Energy and Water of Zambia and the Ministry of Energy and Water Resources of Cameroon in the implementation of the SE4All Initiative in Zambia and Cameroon, and in particular with the formulation of Action Agendas (AAs) and Investment Prospectuses (IPs) for both countries. The services also included political advocacy, the identification of investment and PPP opportunities and capacity building.

Supervision of works to connect isolated secondary centres to the national power grid (2015-2017)
Supervision of the works carried out by SONABEL (Burkina Faso's national power utility) under three simultaneous contracts:
- Contract 1: Construction of the 90 kV Ouagadougou - Ouahigouya power line
- Contract 2: Construction of a 90/33/20 kV substation in Ouahigouya and extension of the 225/90/33 kV Ouagadougou substation
- Contract 3: Construction of the 33 kV Kongoussi - Djibo power line, extension of the distribution grids in Djibo and electrification of Ouahigouya, Gourcy, Yako, Bourzanga and Namsiguia, construction of the 33 kV Kaya - Dori power line, extension of the distribution grids of Dori, and electrification of Pissila Tougouri, Yalgo and Bani.

Technical assistance to CEPGL’s Great Lakes Energy Agency (Energie des Grands Lacs, EGL) (2015-2018)
The objective of this technical assistance to EGL is to build its institutional, organisational, technical, human and physical capacities, and to build the competence of energy sector experts in the following fields: updating of the Regional Energy Master Plan; harmonisation of norms and standards; adoption of funding, implementation and monitoring procedures for studies and projects; harmonisation of environmental assessment practices in the sub-region of the CEPGL (Great Lakes Economic Community); consolidation of the information and communication system, and institutional and organisational capacity building of EGL.

Technical Assistance to the African Union Commission for the African Energy Policy Agenda (hydropower 2020), Capacity Building Actions and Strategy for the Development of the Inga Hydropower Site (2011-2012)
Within the framework of the Africa-EU Energy Partnership, a number of priority infrastructure projects have been identified, including the development of hydropower in Africa, particularly from the Inga basin in the DRC.
The project aims to support the African Union Commission (AUC) in policy matters within the framework of the 2020 Hydropower Initiative, through institution- and policy-related assistance to the AUC, and the preparation and promotion of the development of the Inga III and Grand Inga projects.
