The objective of the assignment is to build the capacity of selected local commercial banks, institutional investors, and the Zambian financial industry for its enhanced understanding on renewable energy financing. The specific objectives of this assignment are to provide training and workshops to enhance knowledge and capacity in the following areas: Deals origination, funding structures, project appraisals, financing and investment/credit policy, risk management, environmental and social impact studies (E&S), legal structuring and technical due diligence. |

Training on 'Management of Public-Private Partnership (PPP) contracts' and remote coaching on the use of specific IT tools for budget planning (2022-2023) |
The mission consisted of training senior officials from public administrations in Southern, Central and West Africa on the theme: Management of Public-Private Partnership Contracts. This 10-day training course was designed to strengthen skills as well as theoretical and technical knowledge in the field of public-private partnership management. In addition, 10 hours of individual coaching was organised by distance learning on the use of specific IT tools for good budget planning. |
| Training course on 'HR Management and Job and Skills Management' (2023) |
The mission consisted of training officials from Madagascar's Ministry of the Environment and Sustainable Development on the subject of HR management and job and skills management. The aim of this 5-day training course was to strengthen the participants' skills and theoretical and technical knowledge in this area. At the end of the training, the participants would be able to: 1) formalise the organisation's strategic approach, 2) steer the creation/updating of tools for describing professions, jobs and skills, 3) identify key positions/jobs and assess their degree of criticality, 4) design an employee assessment and career support system, and 5) implement remedial measures. |

The assignment involved training senior officials from Madagascar's Ministry of Land Planning and Services on the subject of “Communication in crisis”. The aim of the five-day training course was to enhance theoretical and technical communication skills and knowledge. |
| Tailor-made training on ''Ministerial steering of public policies'' (2023) |
The mission consisted of training seven (7) executives from the Madagascan Ministry of Education on the theme of "Ministerial steering of public policies". In each country, governments draw up and publish a medium-term strategic document setting out the main objectives to be achieved in terms of economic and social development, under various names (National Development Plan, "emergence" strategic plan, etc.). This document is broken down into "sectoral public policies", which are implemented by the various ministries in their respective fields. Consequently, in application of the principles of results-based management (RBM), senior ministry officials (cabinet directors, secretaries-general, general managers and directors) are responsible for guiding, steering and evaluating the day-to-day actions of their administration in the service of "public policies". The aim of the "GPS1" training course, which is part of Perspective's "Emerging Strategy" package, is to build the capacity of these managers by addressing a number of key issues. |
| Technical assistance mission to develop and implement the geolocation of basic and post-basic schools in Burundi (2021-2022) |
The World Bank Group, through the International Development Association (IDA), and the Government of Burundi have agreed to set up the Project to support the improvement of early school-leaving skills (PAADESCO-Shishikara) in order to contribute, among other things, to the development of EMIS performance with a view to introducing the "Geographic Information System (GIS)" component. In order to strengthen and complete the work currently being carried out by the Education Planning and Statistics Office (BPSE) with UNICEF support to develop and perpetuate the EMIS, PAADESCO will target through this mission the geolocation of all basic and post-basic schools (approximately 7,500 schools) in Burundi, in addition to the nominative census of all teachers, including the Head Teachers, in basic schools. |

Capacity Building and Institutional Support for the Programme to Support the Development of Balanced Cities (PADEVE) - Fixed Phase and Conditional Phase (2017-2022) |
The Government of the Republic of Madagascar requested financial support from the French Development Agency for the implementation of the Programme to support the development of balanced cities (PADEVE). PADEVE mainly aims to improve the living conditions of the populations of the communes of Antsiranana (Diégo Suarez), Fianarantsoa, Toliara (Tuléar), Antsirabe, Toamasina and Mahajanga in Madagascar, by creating an environment with infrastructures and urban services conducive to economic development and to strengthening the technical and financial capacity of decentralised authorities to efficiently management urban services and invest in public equipment. The objective is to propose an integrated approach aiming to building the communes’ capacities in a sustainable and structural manner, by creating long-term capacity and supporting the planned investments. |
| Technical assistance for the geolocation of vocational training schools and higher education establishments, and the implementation of an application for the planning and management of training courses (2022-2024) |
As part of the Project to Support the Improvement of Early School Learning (PAADESCO), the mission involves: (i) the development and implementation of geolocation of trade and vocational schools and various higher education structures, (ii) related training activities, and (iii) the implementation of an application for the planning and management of training. To this end, the objectives of the mission are to: a) make the geolocation data of technical and vocational schools and higher education available to decision makers and other users, b) strengthen the capacity of BPSEFP trainers on QGIS and the administration of the GIS platform so that they can train local officials, c) support BPSEFP trainers in the training of local officials, and d) provide decision-makers and other users with a computer-based application for planning and managing the training of teachers, principals and master teachers of public and private primary schools. |
