The authorities of Madagascar requested funding from the AFD to strengthen the initial training offer in the tourism, hotel and catering sector, particularly through the networking of training centres, modernisation of their economic model and operationalisation of apprenticeship- and alternance-based training. The main objective of this study is to examine the technical and financial feasibility of such financing from the AFD through:
- an inventory of existing training establishments in the tourism, hotel and catering sector;
- an in-depth diagnosis of a selection of training establishments in the tourism, hotel and catering sector;
- the development of an overall support plan for the five establishments chosen;
- the ultimate feasibility of the project and its dimensions.

Tailor-made training course on ''Ongoing and ex-post evaluation of programmes and projects: principles and tools'' (2023)
The mission consisted of training five (5) officials from Madagascar's Ministry of National Education on the subject of ''Ongoing and ex-post evaluation of programmes and projects: principles and tools''.
As expected by funding agencies and as part of the project or programme cycle, evaluations are frequently carried out and should be a highlight of the development process. However, they are still too often implemented in haste, by actors and contributors who have little understanding of their usefulness. Having initially focused mainly on the results of the action, evaluation now leans towards intervention strategies, the direct and indirect effects of interventions and the changes brought about.

Tailor-made training with individual coaching on ''Ministerial steering of public policies'' (2023)
The assignment involved individual coaching for the Secretary General of the Comoros Ministry of Agriculture, Fisheries, the Environment, Tourism and Handicrafts on the subject of ''Ministerial management of public policies''.
In each country, governments draw up and publish a medium-term strategic document setting out the main objectives to be achieved in terms of economic and social development. This document is broken down into ''sectoral public policies'', which are implemented by the various ministries in their respective fields. Consequently, in application of the principles of results-based management (RBM), the senior managers of the ministries are responsible for guiding, steering and evaluating the day-to-day action of their administration in the service of "public policies", and the aim of this training was to build the capacity of this official in these key areas.
