Training course on the ''Management of financial assistance accounts'' (2023) |
The mission consisted of training senior officials from the Ministry of Finance of the Democratic Republic of Congo on the subject of ''Management of financial assistance accounts''. Financial assistance accounts show the State's support for various beneficiaries, whether companies or individuals. They are opened by a Finance Act and expose the State to a risk of insolvency. For this reason, outstanding advances and loans must be strictly controlled and rigorously monitored. Given the proximity of the texts applicable in the DRC and France, the aim of this training course is to study the legal and accounting framework and the practice of financial assistance accounts. |

The mission consisted of training officials from the Mauritanian Ministry of Livestock and the Management Unit of the Partnership Framework with the European Union on the subject of ''Monitoring and evaluation of projects and programmes: principles and tools''. TThe aim of this 10-day training course was to enhance participants' skills and theoretical and technical knowledge in monitoring and evaluation. |

SUPPORT TO THE GIE-SCEVN (2022-2023) |
The overall objective of the mission is to strengthen the human capacities of the agents of the Economic Interest Grouping for the Maintenance of Waterways, GIE-SCEVN. More specifically, the objective of the assignment is to implement the training plan for the agents of the GIE-SCEVN, established in the framework of the organisational and institutional audit of the GIE-SCEVN. The Consultant must analyse the training plan drawn up in 2015 and make proposals for updating the plan according to the changes observed at the level of the GIE-SCEVN since the date on which the training plan was drawn up. Depending on the module, training takes place in Brazzaville, Bangui, within the company or abroad. At the end of the mission, a final mission report is drawn up, in which an evaluation of each training module and proposals for further training are developed, in order to improve the performance of the trained agents. |

The aim of this 5-day individual training course was to equip participants with sound knowledge of account certification. |
| Tailor-made training on ''Ministerial steering of public policies'' (2023) |
The mission consisted of training seven (7) executives from the Madagascan Ministry of Education on the theme of "Ministerial steering of public policies". In each country, governments draw up and publish a medium-term strategic document setting out the main objectives to be achieved in terms of economic and social development, under various names (National Development Plan, "emergence" strategic plan, etc.). This document is broken down into "sectoral public policies", which are implemented by the various ministries in their respective fields. Consequently, in application of the principles of results-based management (RBM), senior ministry officials (cabinet directors, secretaries-general, general managers and directors) are responsible for guiding, steering and evaluating the day-to-day actions of their administration in the service of "public policies". The aim of the "GPS1" training course, which is part of Perspective's "Emerging Strategy" package, is to build the capacity of these managers by addressing a number of key issues. |

The mission consisted of training senior officials from public and private administrations in Africa (Democratic Republic of Congo and Senegal) on the theme of "Leadership and change management". Today's public and private sector organisations operate in a constantly changing environment. To avoid being overwhelmed by this change, it is essential to manage it strategically, operationally and functionally, and to do so by motivating and involving teams, which in turn requires excellent management and leadership skills. With this in mind, this course provides the conceptual methods and practical tools for managing change, as well as analysing and applying the qualities of a leader. |
