Consultancy Services for a Legal, Institutional, Regulatory and Contractual Framework, a Gap Analysis Review and a Renewable Energy Tender Programme Design (2024-2027) |
The Project assists the Revolutionary Government of Zanzibar (RGoZ) in creating an effective legal and regulatory environment for promoting renewable energy projects and facilitating private sector participation through a well-structured tendering programme. Phase 1 of the project focuses on the gap analyses, legal reforms, risk assessments, tender strategy formulation, capacity building and communication planning to ensure readiness for competitive bidding. Phase 2 involves executing the first renewable energy tender, providing end-to-end transaction advisory services, including bid management, evaluation and commercial close. The project aims to amalgamate technical, legal and financial knowledge, aligned with global standards in PPP renewable energy project tendering practices. |

Within the framework of the establishment of a 3000 TCD greenfield sugar project, the objectives of the proposed assignment are to: (1) assess the project plans, technology, construction contracts, and review the assumptions of the financial model; (2) produce quarterly reports on the project's progress for the agricultural and industrial components; and (3) validate the deadlines and requests for payment of the various entrepreneurs in line with the works’ progress. The assignment concerns the whole sugar complex (fields, irrigation and factory). |
| Public revenue mobilisation support project, study on tax and customs incentives (2021-2023) |
The objective of the mission was to carry out an in-depth and comprehensive cost-benefit analysis of tax incentives to gain better control of the tax base. It was designed to: (i) carry out a diagnosis of the tax incentive systems in force, (ii) assess their economic impacts and their effectiveness (quantitative analysis of the direct and indirect effects initially expected), and (iii) propose solutions for rationalising the existing tax systems with a view to achieving a ratio of own revenues to GDP of at least 18% by 2025. |

The mission includes capacity building, stakeholder training, the integration of urban resilience into planning, as well as audit and monitoring and evaluation activities. |
| Diversifying Eswatini's sugar industry through the development of an agri-business park (2021) |
The objective of the study is to develop a conceptual proposal for an agribusiness park, to be situated close to the sugar mills for industries that use sugarcane related by-products as well as businesses involved in the supply of inputs and services to the sugar industry. This encompasses a proposed location, a detailed review of the relevant legislation, the incentives to put in place and the required infrastructures. The consultant is expected to prepare a detailed conceptual proposal with implementation timelines, clearly outlining actions to be taken by the sugar industry and those to be undertaken by Government. |
