Technical assistance for the project to strengthen the administration and supervision of education in the Comoros (2014-2018)
This contract is part of a project whose overall objective is to help reduce poverty in the Union of the Comoros by improving the quality of its educational system.
The specific objective is to boost the quality of education by strengthening administration, management and the information and communication infrastructure, and offer a better learning environment and higher-quality training to system managers.
We are providing technical assistance to support the Project Management Unit in managing the project and carrying out all of its technical activities, based on three key components:
Component 1: Communication and information system;
Component 2: Institutional capacities for the administration and management of education;
Component 3: Learning environment and higher-quality training for the system’s managerial staff.

International Technical Assistance and Expertise Infrastructure Project Management mission (2022-2024)
The general objective of the School Environment Improvement Plan is to alleviate environmental constraints for improved student learning through the overall rehabilitation of the infrastructure of about 45 existing target schools, spread over the 3 islands.
The specific objectives of the project are to:
- Build and renovate sustainable schools in Comoros, including bioclimatic construction provisions adapted to the local context;
- Mobilise and sensitise local communities in the global rehabilitation programmes so that they take ownership of the project;
- Conduct design studies for at least one comprehensive rehabilitation project for a primary school and one comprehensive rehabilitation project for a secondary school;
- Supervise and coordinate local project management during the design study phase.

Technical assistance mission to support the Madagascan civil society's process of autonomy and to improve the strategic partnership between the Delegation of the European Union and civil society - Madagascar (2020-2023)
The overall objective of this contract is to strengthen civil society, particularly in the governance sector, as an agent for development as part of the implementation of the National Indicative Programme of the 11th European Development Fund and of the budget lines. The specific objective is to improve the efficiency of the strategic partnership of the Delegation of the European Union with Madagascan civil society organisations, in connection with the national institutions, by offering: (i) technical support to contribute to an improved enabling environment and capacity building in these organisations on governance-related issues linked to EU programmes in Madagascar, and (ii) continued support to civil society for the gradual process of autonomy from the multi-donor Common Fund mechanism towards a national entity.

Development of a restructuring strategy for precarious neighbourhoods in Greater Tana (2022-2023)
The main objective of this 6-month mission was to devise a development strategy for the restructuring of precarious neighbourhoods in Greater Tana within the framework of PRODUIR, carried out in a participatory and inclusive manner with all the actors involved in urban development in Greater Tana. It aimed at guiding and directing the Communes of Greater Tana and the Ministry of Decentralisation and Land Planning in future actions in these neighbourhoods.
This strategy was based on the results of the urban and social study carried out under the PRODUIR programme.
The study consisted of four stages: (1) defining the urban and socio-economic framework of the precarious neighbourhoods of Greater Tana, (2) SWOT analysis of the various actions carried out in the precarious neighbourhoods and international benchmarking, (3) development of the various aspects of the strategy at different scales, and (4) programming the implementation of the strategy in the short and medium terms for Greater Tana.

Technical due diligence of a 60MW wind farm (2022)
The Ghoubet project is a 60MW under-construction wind farm in Djibouti. It is developed by an Independent Power Producer (IPP), Red Sea Power, and works are conducted by Siemens-Gamesa.
A company, which is considering acquiring a stake in the project, has tasked a group of consulting firms to conduct a complete due diligence of the project. SOFRECO was responsible for the on-site technical due diligence. The purpose of the visit was to assess the physical state of construction, to compare this with the project's progress reports and to produce a report highlighting areas of concern or red flags.

Drafting of an action plan for the sustainable management of fishery resources, including the preparation of an income-generating activity in seven fishing areas involving 28 villages at the national level (2020-2021)
As part of the framework of the First South-West Indian Ocean region Fisheries Governance and economic development programme, SOFRECO is implementing this very important participative study with fishery communities and in close collaboration with Governments officials. It includes: (i) a socio-economic evaluation (ii) implementation of a Quick Participatory Diagnostic in each of the priority and non-priority areas in order to identify the persons impacted by fishing restrictions and to determinate income-generating activities suitable for each community, and the type of persons impacted with special focus on gender issues (iii) the development of priority projects with communities and elaboration of business plans and manuals for implementation (iv) recommendations for investment and development of partnerships with public and/or private investors, and (v) technical assistance and training during the project’s implementation.

Technical assistance to the Institutional Strengthening for Agricultural Resilience Programme (€40 M, 11th EDF), aiming to support the operationalisation of public and parapublic institutions. Institutional strengthening and training of various technical departments of the Ministry of Agriculture, Livestock and Fisheries (agricultural training, animal health, phytosanitary protection) of the General Secretariat of the Ministry of Forests and the Environment, and of the Agricultural Development Fund.

Support to selected private and public calibration laboratories in Ethiopia for international accreditation as per ISO/IEC 17025:2017 (2020-2021)
This project is a component of the National Quality Infrastructure Development Project and aims for the international certification of four selected private sector calibration laboratories as per the requirement of the ISO/IEC 17025:2017 laboratory management system.
The calibration laboratories to be supported are the METEC Quality Management Centre (QMC), the WINNER mechanical workshop, the Metro Alliance Calibration and Verification Service and Tigray Science & Technology Bureau calibration laboratory.
These laboratories will be accredited for calibration on mass, temperature, electrical, pressure balance and volume, each according to its scope.
