Provision of consultancy services for implementation support and capacity building to the project coordination unit (PCU) in PO-RALG under DMDP (2017-2022) |
The overall objective of the Consultancy services is to; (i) provide technical support and quality assurance to PO-RALG’s PCU and the respective MC PIUs and supervision consultants and contractors they to engaged by each MC to implement sub-projects); (ii) assist and advise the PCU in overall project monitoring and reporting utilizing, where necessary, the monitoring and reporting carried out by the respective PIUs and their support consultants; (iii) assist and advise the PCU in drafting Terms of Reference of key Component 3 studies including metropolitan governance; local government revenue collection and GIS; integrated transport and land use planning (in concert with DART and other key agencies/stakeholders as necessary), and; other urban studies and including Component 4 Feasibility Studies.

This project, jointly financed by the AFD and the KfW, aims at supporting the Uganda Electricity Transmission Company Ltd. (the Client) for the implementation of the Masaka-Mbarara 400 kV transmission line and associated substations. It consists of two consecutive phases: - Phase 1 involving the review, updating and additional study of the design documents, the preparation of the tender documents and support to the Client during the tendering process to select a contractor for the works (10 months). - Phase 2 involving project management and construction supervision (18 months). |

Assistance to the Government of Madagascar in the study of management options for JIRAMA (the electricity and water operator for Madagascar), with a view to ensuring its lasting, profitable operation and to developing the delivery of the public water and electricity service, either jointly or separately. |
| Technical assistance service to assist the Energy Division of the Ministry of Infrastructure in implementing the recommendations of the Functional Review and its action plan (2021-2024) |
The overall objective of this technical assistance is to strengthen the capacities of the Ministry of Infrastructure in the short and medium terms for the Ministry to fulfil its mandate as described under the energy sector's policy and strategy framework. It aims to assist the ministry in implementing some of the recommendations from the Functional Review study, through the provision of specific thematic studies and further strengthen the capacities of the Energy Directorate in particular.
This technical assistance comprises especially the review of the National Energy Policy, the establishment of a framework for setting and monitoring targets for energy efficiency, the development a comprehensive Energy Management Information System (MIS) framework, drafting ToRs and assisting the Energy Directorate in the development/updating of policy and legal instruments. |
| Burundi/Tanzania Multinational Project: Road rehabilitation project and socio-economic impact study of the project (2022-2023) |
The objective is to monitor and evaluate the socio-economic impacts of the rehabilitation of the Rumonge-Gitaza section (45 km) and related developments. The monitoring and evaluation of the socio-economic impacts, with the help of indicators, enables an analysis of the main changes caused by the project in the influence zone and the acquisition of the main synthetic results in terms of impacts. At the end of the project, it enables an assessment of the extent to which the various project components have achieved the development objectives. The theory of change is a strategic planning methodology that explains the process of change by highlighting causal links. It consists of defining the ultimate mission, which for this project aims to contribute to: (i) poverty reduction, and (ii) the improvement of the living conditions of populations. |
| Technical Assistance for the Implementation of the Primary Education Retention Programme (PERP) (2013-2016) |
The aim of the project is to contribute to and facilitate the successful implementation of the Primary Education Retention Programme (PERP). In order to achieve the overall objective of increasing primary school completion rates, and the specific objective of reducing drop-out during primary education, three results have to be achieved: Result 1: Primary educational planning is based on reliable information. Result 2: Primary retention projects are designed and implemented in each of the five target states. Result 3: There is enhanced understanding of factors related to drop-out and of effective strategies. |
