The purposes of this contract are as follows: - to design an Action Document - to ensure that the proposed programme design is aligned with the Government of Kenya's priorities, policies and programmes, and is complementary to other development partners' (in particular EU Member States') initiatives - to assess the conditions under which EU aid will have a structural impact by transforming agriculture and creating meaningful job opportunities for youth and women in Kenya. |
| Technical assistance to support reforms to the project for the production of drinking water through desalination and renewable energy (2017-2018) |
In the Republic of Djibouti, public water and electricity services are the prerogative of two public companies (ONEAD and EDD respectively). The critical situation of water resources for the capital led the EU to fund the PEPER project, whose main purpose is to produce drinking water through sea water desalination. Desalination is an energy intensive technology. A reform of the two institutions is necessary for the fulfilment of PEPER. The general objective of the technical assistance provided by SOFRECO is to establish a review of the current situation of ONEAD and EDD (technical, strategic, organisational, accounting, financial and IT), and to support the measures endorsed by the Government in the overall framework of the reform of the management of public establishments and companies (EEP), in order to set up a stable institutional and regulatory framework for the water and energy sectors. |

The purpose of this assignment is to strengthen the capacity of fisheries officers and researchers to manage Ethiopia’s inland fisheries by improving data collection and management systems. The specific objectives of the project are to: 1. Review the CEDCRS in Ethiopia recommending future changes to the system; 2. Draft a trainers’ manual on basic fish stock assessment; 3. Train 10 fisheries officers and researchers on fish stock assessment. |
| Review and update of the Nile Perch Fishery Management Plan (NPFMP) for Lake Victoria (2013) |
The purpose of this project was to strengthen the capacity of the Lake Victoria Fisheries Organisation (LVFO) to manage the Nile perch fishery on Lake Victoria in a sustainable and equitable manner by: - Reviewing the Nile Perch Fishery Management Plan (NPFMP) 2009-2014 for Lake Victoria, and updating it in light of activities conducted and recent survey results; - Validating the revised NPFMP through a Regional Stakeholders’ Validation Workshop (RSVW). |

Technical assistance to support implementation of the Kisumu Urban Project (KUP) (2012-2015) |
The objective of the services is to assist the Municipal Council of Kisumu in managing and implementing the Kisumu Urban Project. The project should contribute to the Ministry of Local Government’s development objective: to have viable, autonomous, accountable and responsive local authorities. The main focus of the capacity building services is on strengthening the financial management, strategic planning and contract management of the Municipal Council of Kisumu. |

Support in the development of the Intended Nationally Determined Contribution for submission to the UNFCCC (2015) |
The purpose of this assignment is to provide technical assistance to support the Government of Burundi in developing its Intended Nationally Determined Contribution (INDC) for submission to the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat by 1 October 2015. The INDCs put forward by countries will form a key input to the negotiations leading towards the 2015 Paris climate agreement. The technical assistance will thus endeavour to support the Government of Burundi in determining its capacity to reduce GHG emissions, and its efforts and needs in terms of adapting to climate change, taking into account domestic and international processes as well as requirements for comprehensiveness, transparency and ambition as negotiated under the UNFCCC. |
| Provision of a Central Technical Assistance Team (CTAT) to support the implementation of the Kenya Municipal Programme (2013-2015) |
The Government of Kenya, the Client, with support from the World Bank, AFD, and Sida, has initiated a 5-year Kenya Municipal Programme (KMP). The overall objective of the KMP is to strengthen local governance and improve urban service delivery. The KMP is being implemented in 15 urban municipalities by the Ministry of Local Government (MoLG), through four components: 1. Institutional restructuring and empowering local governments; 2. Participatory strategic planning for urban development; 3. Investment in infrastructure and service delivery; and 4. Programme management, monitoring and evaluation. The objective of the assignment is to support the MoLG in strengthening its capacities to support the municipalities in the implementation of the KMP, and to play its role as regulator and facilitator of local authorities. |
